Back to Russell D. Willard · the State Bar record
Requests I Made That Were Ignored:
Russell D. Willard’s mailbox opened the email below. He never answered it. Russell D. Willard has never sent me an email. As of October 17, 2026. Times are Eastern.
| Date | What I asked, and what his mailbox shows | Who answered instead | Read it |
|---|---|---|---|
| April 30, 2026 12:28 PM | “Urgent Request for Help: ADA Access Route for State Bar Grievance Process”, sent to the State ADA Coordinator’s Office with him copied. His mailbox returned a read receipt on June 3, 2026, at 3:35 PM, 34 days later: “Urgent Request for Help: ADA Access Route for State Bar Grievance Process” | No one in that thread. John J. Shiptenko wrote me in a separate email at 2:37 PM that day. | Read the urgent request |
Every other letter addressed to him, including May 11, September 14, September 22 and October 7, 2026, is in the timeline above. His mailbox returned no read receipt on any of them, so they are not listed here.
Complaints Filed Against Russell D. Willard:
On October 7, 2026, at 3:35 PM, I filed an ADA grievance under the Judicial Council of Georgia and Administrative Office of the Courts ADA Grievance Procedure concerning the State Bar of Georgia, Office of the General Counsel, and its General Counsel, Russell D. Willard, in his official capacity. It went by email, as one PDF, to Human Resources at that office, and was delivered at 3:38 PM. What came back: no receipt after two follow ups, on October 14 and October 16. Then, on October 16, 2026, at 12:08 PM, Jessica Farah, General Counsel of the Judicial Council of Georgia and Administrative Office of the Courts, wrote: “The JC/AOC does not have the authority to investigate discrimination claims against local courts or the State Bar of Georgia.” Read about the October 7 filing
No State Bar grievance was filed against him individually. He is on this record because, as the head of the office, he was the direct addressee of the cure demand and the institutional notices, and the office he leads produced the outcome described across these pages. His page is the record of what the person in charge was told, when, and what the office did next.
Russell D. Willard’s Clearance:
No one has cleared Russell D. Willard, because no one has looked. There is no June 30 dismissal for him, because no grievance was filed against him individually. The only office I filed with answered on October 16, 2026:
“The JC/AOC does not have the authority to investigate discrimination claims against local courts or the State Bar of Georgia.”
The point of his page is the notice: the leader of the office was told, in writing, with deadlines, and the office did not respond.
