The grievances against four lawyers inside the Office of the General Counsel were routed to him, outside that office. On June 30, 2026, Jeffrey W. DeLoach dismissed all four grievances in single paragraph letters.

Nine written questions and a June 8 complaint went to her. The only reply in the record is an automatic one, sent 12 seconds later.

The most senior member of the Bar’s staff. Copied on the June 8 complaint to Human Resources, the seventeen questions, the seven matter status demand, “42 Days of Silence” and the September 5 letter. Never wrote back.

Signed the March 3, 2026 dismissal of my grievance against Brookhaven City Attorney Jeremy Berry, with Berry copied: “This is a matter for the court to decide.”

Signed the April 10 dismissal that said no rebuttal was received.

Confirmed the resent files, then signed the June 30 denial that left the April 10 record uncorrected.

Wrote the May 12 coverage denial, questioned the disability and the motive, and shut down correspondence.

Confirmed on May 21 that Mr. Westbury speaks for GMA and GIRMA, and that the issues are being handled through claims and legal processes.

The one office in this record that answered. It contacted the State Bar on May 6, and the next day the Bar wrote that it was reviewing its own ADA notices because of that call. A thank you was read in 19 minutes and answered in 54.

Granted the accommodations, then disclaimed the law behind them, then acknowledged the grievance against him with one word.

Copied on the written notices as this record built. The Bar’s own read receipt shows he opened the June 26 email titled “42 Days of Silence” at 8:55 AM. No reply followed.

Received the written institutional cure demand identifying the uncorrected April 10 record.

I call it taking the money and keeping the records. I paid $356.54 on February 12, 2026.

I call it the pay first approach. Emails under Sandra Bryant's name combined my requests into one bill, set payment deadlines, warned that unpaid requests would be marked completed, and priced attorney review at $200 an hour.

Double talk. On February 18, 2026, City Manager Christian Sigman announced no further communication from his office.

The City wrote that “a disabled person must do the same.” On March 23, 2026, a letter attached to Linda G. Warren’s email denied an accommodation on records fees, an accommodation the same letter had first described for me in the words of Linda G.

The records runaround reached the Deputy City Clerk. In February and March 2026, Watts was a named recipient of City Clerk completion communications and direct disputes over records charges and status.

The ghost coordinator is Brookhaven's problem, not Lillian Young's. Young announced on December 1, 2025, that her last day as Human Resources Director and Risk Management Officer would be December 5.

I call this the silent treatment. As of October 17, 2026, I addressed seven emails directly to Chief Brandon Gurley.

I call it the records runaround. Messages from the BPD portal account under Clarissa Medina's name closed requests, directed me to file a new one, and sent other requests to the City Clerk.

I call it the no records routine. The BPD portal account under Myra Standridge's name marked requests complete with no responsive documents, redirected other searches to the City Clerk, and sent invoice reminders.

Received three accommodation requests addressed to him. Answered none. Counsel answered for him on May 1.

Took the case in May, asked for authorization in July, then closed it in September as not appropriate for her office.

Wrote that my emails “were mistakenly set up as new claims.” Signed the April 1 denial without answering the two accommodation requests in the file.

Read the fourth request at 4:41 PM on April 6. Never wrote back. The April 14 certified notice to him was answered by counsel.

Wrote that Gallagher Bassett “has no involvement,” on a letter whose second page is dated December 11, 2025.

Called the emails harassment. The Bar dismissed the grievance concerning him and copied him on his own clearance.

Confirmed she is POST’s ADA Coordinator, then wrote that she was not sure how to respond. The Title II notice went online the next day.

I call this a habit of reading and ignoring. Between February 18 and May 12, 2026, Mayor John Park's mailbox produced 67 read receipts, while I hold no written reply from him.

Eight opened, none answered. Between February 23 and March 24, 2026, Madeleine Simmons’s Council mailbox opened eight of my emails, including my ADA warnings and my open records notices.

The phone instead of the requested email. My February 23, 2026 email documented a February 20 phone conversation and my repeated request for communication in writing.

The accommodation request reached his desk. On February 24, 2026, I asked the Brookhaven Police Department again, in writing, to communicate with me by email as a disability accommodation, with Lonnie Napier copied.
