Who Is GIRMA, GMA and Gallagher Bassett:
The Georgia Municipal Association identifies GIRMA, the Georgia Interlocal Risk Management Agency, as its property and liability program for eligible Georgia local governments. GMA is the statewide association of Georgia cities. Gallagher Bassett Services, Inc. is the claims company that handles GIRMA claims day to day, and James R. Westbury, Jr. is outside counsel for GMA and GIRMA.

- Closed on my surgery date. On April 1, 2026, the day I was in surgery, Gallagher Bassett folded my ADA complaints in with “various administrative tasks” and closed the file. Read it
- Five requests, no ADA contact. From March 13 to April 12, 2026, I asked five times in writing who GIRMA’s ADA coordinator is. No one has said. Read it
- Read, not answered. On April 6, 2026, the mailbox of GMA’s chief executive returned a read receipt on my fourth request the same afternoon. No reply found through October 19, 2026. Read it
The Insurance Commissioner’s Office:
- The moving target. On May 20, 2026, Annette Arnold, Complaints Analyst, wrote: “Commissioner King has assigned this case to me.” On September 11 she wrote: “This matter does not involve an insurance policy and is therefore not appropriate for the Office of Commissioner of Insurance and Safety Fire.” Read it
- A broken promise. On October 8, 2026, she wrote: “This matter is currently under review; I will provide you with a response by the end of next week”. Nothing came by October 16. Read it
- An office with no door. On October 9, 2026, the ADA Coordinator the State listed for the office answered automatically: “I am no longer with the agency.” Read it
