Who Is the Brookhaven Police Department:
The Brookhaven Police Department is a department of the City of Brookhaven. Its Chief of Police since September 2022 is Brandon Gurley. Its Administrative Services Division, managed by Major Lonnie Napier, runs the Records Unit.
Why the Brookhaven Police Department Is On ADAMATTERS.COM:
- The Chief’s mailbox: 39 read receipts, no reply. Read it
- Two speeds: 1.3 days for the public, 60 for me. Read it
- My email accommodation request, unanswered. Read it
- “Get your number out of my phone.” Read it
- Sent to the City Clerk for records it said it did not keep. Read it
- Acknowledged Open Records Act violations over police fees in 2016. Read it
By the Numbers:
The department answers the public’s records requests in about 1.3 days on average; my requests averaged 60. On March 6 and March 9, 2026, 36 of my requests were closed, 20 of them in 5 minutes and 38 seconds. In 2016 the City accepted a $500 fine when it acknowledged Open Records Act violations over police records fees.
The Story in Brief:
What happened
The Brookhaven Police Department answers the public’s records requests in about 1.3 days on average, its own published figure. My requests averaged 60 days. On February 9, 2026, I sent Chief of Police Brandon Gurley a written request for a departmental response. The dated department record shows a February 17 fee estimate, a February 20 instruction to file a new request, February 23 referrals to the City Clerk, and request closures on March 5 and March 19.
Why this became an ADA issue
On February 24, 2026, I renewed my written request to communicate by email as a disability accommodation. As of October 17, 2026, the department record shows no written answer.
What the institution says
The department’s records portal wrote on February 20, 2026 that I should “file a new request with the details mentioned in your email.” On March 5 it wrote: “There is no responsive documents for this request.” On March 19 it wrote: “This request is being closed due to the lack of response.” Read the dated sequence.
Where it stands now
Open as of October 19, 2026. The record shows the department’s published average of 1.3 days and an average of 60 days on my requests. Read the BPD hub.
