As of October 17, 2026. Times are Eastern.
I copy the people who run the State Bar of Georgia so no one can say they did not know. Seven of the thirteen replies I hold from John J. Shiptenko that quote my email dropped people I had copied, as of 2026-10-17. On June 18 the reply dropped all sixteen.
Cut everyone else off the email. Do it again. Do it until it is a habit.
When I write to the State Bar of Georgia about my access problems, I copy the people who run it. John J. Shiptenko, Senior Assistant General Counsel, kept taking them off.
I counted it from the native emails, as of 2026-10-17. Thirteen of Shiptenko’s replies quote the email they answer, so the two recipient lists can be laid side by side. I counted people only: a shared office mailbox, a group address, or my own website’s address is not counted, and a person with two addresses counts once. Seven of the thirteen replies dropped people I had copied.
| Shiptenko’s reply | People I had copied (besides Shiptenko) | People on the reply (besides me) | People dropped |
|---|---|---|---|
| May 1, 2026, 8:28 AM: “Thank you.” | 5 | 0 | 5 |
| May 26, 2026, 2:01 PM | 6 | 0 | 6 |
| June 2, 2026, 2:08 PM | 5 | 1 | 4 |
| June 16, 2026, 1:43 PM | 12 | 2 (neither was on my email) | 12 |
| June 17, 2026, 4:22 PM | 16 | 2 | 14 |
| June 18, 2026, 8:05 AM: “Received.” | 16 | 0 | 16 |
| September 22, 2026, 8:07 AM | 3 | 1 | 2 |
The other six replies dropped no person. Most of the time when Shiptenko did copy someone, it was William D. NeSmith III, Deputy General Counsel.
On June 17 I wrote to Shiptenko: “You also again removed the broader distribution I had included. I restored it.” Thirty three minutes later the reply went to two people. The next morning, to none.
On June 26 I wrote it again: “your reply reached no one but me. I have restored the recipients.”
What I Allege:
- Shiptenko cut everyone else off the email, again and again. I allege that seven of the thirteen replies from John J. Shiptenko that quote my email, as of 2026-10-17, removed people I had copied.
- After notice. I allege that on June 17, 2026 I told Shiptenko in writing, “You also again removed the broader distribution I had included,” and that Shiptenko’s 4:22 PM reply that day copied two of the sixteen people I had copied.
- The grievance, to an audience of one. I allege that Shiptenko’s June 18, 2026 reply to the grievance against Shiptenko copied none of the sixteen other recipients.
- The State’s office, dropped. I allege that on September 22, 2026 Shiptenko’s reply also dropped the State ADA Coordinator’s office group address, which I had copied on September 19.
- It appears to me that a disabled dad who writes in front of witnesses was answered, again and again, in a smaller room.
What It Did to Me:
I said it on June 17: the Bar “narrows the room every time I ask about access.” Each time, I had to put the room back together myself, with voice software, at my own cost.
Is this how they would treat their own family or friends that were disabled?
