What Christian Sigman Did to Me, With Dates

The ADA Contact Had Left. The City Page Still Named Her.

He knew, and the page did not change. On February 24, 2026, Christian Sigman wrote that Lillian Young was “no longer with the City of Brookhaven as HR Director.” Two weeks later, on March 10, 2026, the City’s Title II page still named her as its ADA Coordinator and still told disabled residents to send complaints to her. The Justice Department’s Title II rule says a public entity that employs 50 or more persons must designate at least one employee to coordinate its ADA compliance, and must make that person’s name, office address and telephone number available (28 C.F.R. 35.107). The City’s own 2026 Adopted Budget lists 219 full time staff (City of Brookhaven, 2026 Adopted Budget).

Things He Did to Me:

  1. On February 18, 2026, Sigman wrote: “Going forward, there will be no further communication from me or the City Manager’s Office due to potential litigation.” On February 23, he wrote again under the subject “Moving Forward.”
  2. On February 26, 2026, at 2:47 PM, Sigman wrote: “Lillian Young is no longer with the City of Brookhaven.” On March 2 he wrote: “FYI…Lillian Young is no longer with the City. Please summit ADA matters to Linda Warren directly.”
  3. On February 24, 2026, at 10:00 AM, Sigman wrote: “As an aside, Lillian Young is no longer with the City of Brookhaven as HR Director. I will forward you communication on the current HR director.” The City’s own Title II page still named her as its ADA Coordinator in an Internet Archive copy dated March 10, 2026.
  4. On March 23, 2026, Sigman wrote: “I have reviewed the ethics complaints and have determined that they are not applicable to an ethics violation as your concerns are perceptions of job performance, not ethical behavior.”

When He Did It:

Every email Christian Sigman sent me, and every email I addressed to him, in order. Emails where they were only copied are counted in the numbers above. Chronology, not motive. A read receipt shows a message was opened on that mailbox. It can be declined, and many mail programs never send one.
