From her own December 1, 2025 email as the City produced it in a records response. She never wrote to me.
By the numbers
As of October 17, 2026. Counted from my mailbox and the original emails.
Who Lillian Young Is:
Lillian Young was HR Director and Risk Management Officer for the City of Brookhaven until December 5, 2025. Young’s own December 1, 2025 email announced that her last day would be December 5. The City’s published ADA contact pages continued naming Young in 2026. The issue is the City’s information after her departure, not an accusation against Young.
The ADA Contact Had Left. The City Page Still Named Her.
For months after Lillian Young left, the City’s own Title II page still named her as its ADA Coordinator. Her last day was December 5, 2025. On March 10, 2026, it still told disabled residents to send their complaints to her. In my correspondence, the first written claim that anyone else held the job came on March 23, 2026, 108 days after she left. The Justice Department’s Title II rule says a public entity that employs 50 or more persons must designate at least one employee to coordinate its ADA compliance, and must make that person’s name, office address and telephone number available (28 C.F.R. 35.107). The City’s own 2026 Adopted Budget lists 219 full time staff (City of Brookhaven, 2026 Adopted Budget).

Why Lillian Young is On ADAMATTERS.COM:
The ghost coordinator is Brookhaven’s problem, not Lillian Young’s. Young announced on December 1, 2025, that her last day as Human Resources Director and Risk Management Officer would be December 5. The City’s archived Title II page still named her in March 2026. Nothing here is an accusation against her.
- The ghost coordinator. On March 10, 2026, the City’s archived ADA page still named Young as its public contact, even though her employment ended December 5, 2025. That was the City’s published information, not an act by Young.
- The outdated route. On February 26, 2026, I sent grievances to the address Brookhaven continued to publish. Sigman redirected the route to Linda Warren.
My last day will be this Friday, December 5th.

Things Lillian Young Did to Me:
- On March 10, 2026, the City’s archived ADA page still named Young as its public contact, even though her employment ended December 5, 2025. That was the City’s published information, not an act by Young.
- On February 26, 2026, I sent grievances to the address Brookhaven continued to publish. Sigman redirected the route to Linda Warren.
- On February 24, 2026, Sigman confirmed in writing that Young was no longer the Human Resources Director.
- On December 1, 2025, Young wrote: “My last day will be this Friday, December 5th.” This is the fact that makes the City’s later published listing significant.
When Lillian Young Did It:
Every email Lillian Young sent me, and every email I addressed to Lillian Young, in order. Emails where they were only copied are counted in the numbers above. Chronology, not motive. A read receipt shows a message was opened on that mailbox. It can be declined, and many mail programs never send one.

How to read this page. Counts come from my mailbox and the original emails, as of October 17, 2026. A read receipt shows that a mailbox opened an email; it does not show who read it or how much. A message sent from the City’s records portal shows the account it came from, not who typed it. Labels in bold are my characterization of the dated facts printed beside them. This page makes no claim about anyone’s motive and no legal finding.
