Annette Arnold Ducked. ADA Coordinator Was “no longer with the agency”

As of October 17, 2026. Times are Eastern.

From September 11, 2026, this disabled dad asked Annette Arnold, Complaints Analyst, Office of Commissioner of Insurance and Safety Fire, who handles ADA requests at that office. No answer came from Annette Arnold. On October 9 the ADA Coordinator the State listed answered automatically: “I am no longer with the agency.” On October 15 the office’s ADA page and grievance procedure went up.

An Office With No Door:

An office with no door. On October 7, 2026, Georgia’s Office of Commissioner of Insurance and Safety Fire published no ADA grievance procedure. Its accessibility address, oci.georgia.gov/accessibility, returned “Page not found”. Its own site map listed no ADA page.

That office had had my complaint since May 12, 2026. I had asked for a disability accommodation on it. On September 11 and again on September 25, 2026 I asked Annette Arnold, in writing, who the office’s ADA Coordinator was. Annette Arnold’s mailbox opened both emails. No answer to that question came from Annette Arnold.

The Coordinator Who Was Not There:

On October 9, 2026, at 9:19 AM, I filed an ADA grievance and renewed my request with the person the State’s directory listed as the office’s ADA Coordinator. I copied Annette Arnold.

At 9:19 AM the answer came back, automatically: “Thank you for your email. I am no longer with the agency. Please contact HR@oci.ga.gov for further assistance.”

At 11:24 AM the office’s Director of Human Resources wrote: “OCI is in the process of updating the contact information outlined on the state’s ADA’s website. I acknowledge receipt of documents and information provided on your behalf.”

The Page That Appeared:

On October 15, 2026, the office’s site map shows two new pages. One is an ADA page that now names an ADA Coordinator and links an “ADA Grievance Procedure”. The procedure file itself was created at 10:11 AM on October 15, 2026.

The ADA page sits under “Careers”: oci.georgia.gov/about-us/careers/ada.

It says: “The Director of Human Resources or designee will review the request, and a decision will be made within five (5) business days.”

The office’s Human Resources mailbox sent me the link at 2:47 PM on October 16. Annette Arnold, whose mailbox had opened five of my October emails about the coordinator, sent nothing.

What It Looks Like, by Date:

DateWhat the office had, or said
September 11, 2026I ask Annette Arnold who the ADA Coordinator is. Opened September 14. No answer.
September 25, 2026I ask again. Opened the same day. No answer.
October 7, 2026No grievance procedure on the website; the accessibility page returns “Page not found”.
October 9, 2026, 9:19 AMThe listed coordinator: “I am no longer with the agency.”
October 9, 2026, 11:24 AMHuman Resources: “OCI is in the process of updating the contact information”
October 15, 2026ADA page and grievance procedure appear. The procedure file is created that morning.
October 16, 2026, 2:47 PMHuman Resources sends the link.
October 17, 2026No written decision on the six changes I asked for on October 9.

What I Allege:

  1. An office with no door. I allege that on October 7, 2026, the Office of Commissioner of Insurance and Safety Fire published no ADA grievance procedure and named no ADA Coordinator on its website, and that oci.georgia.gov/accessibility returned “Page not found”. Sources: the site check and saved site map of October 7, 2026; the same check on October 17, 2026, where that address still returns “Page not found”.
  2. Asked twice, answered never. I allege that I asked Annette Arnold in writing on September 11, 2026 and September 25, 2026 who the office’s ADA Coordinator was, that Annette Arnold’s mailbox opened both emails, and that as of October 17, 2026 no answer to that question has come from Annette Arnold. Sources: my two emails; the two read receipts.
  3. The coordinator who was not there. I allege that the ADA Coordinator the State listed for the office answered my October 9, 2026 grievance with an automatic reply: “I am no longer with the agency.” Source: the October 9, 9:19 AM automatic reply.
  4. Built after I asked. I allege that the office’s ADA page and its ADA grievance procedure appeared on October 15, 2026, six days after my grievance, and that the procedure file was created at 10:11 AM that day. Upon information and belief, the office had no published ADA grievance procedure before then. Sources: the office’s site map (October 7 copy and October 17 copy); the procedure PDF’s file properties.
  5. Read, and silent. I allege that Annette Arnold’s mailbox opened five of my October 2026 emails about the office’s ADA Coordinator and grievance, from October 9 to October 15, and that Annette Arnold sent nothing on any of them. Sources: five read receipts from AArnold@oci.ga.gov; my mailbox.

What This Cost a Disabled Dad:

I asked for help as a disabled person on a complaint I had filed with this office. For five months there was no door to knock on. The coordinator I was pointed to had left. The door was built only after I said, in writing, that it was missing.

Is this how they would treat their own family or friends that were disabled

What This Page Does Not Say:

This page does not describe what my insurance complaint alleged. It does not say the new page or procedure is adequate or inadequate; it records when it appeared. The labels are my opinion based on my experience. The quotations are the office’s.
