Christian Sigman, City Manager for the City of Brookhaven, Georgia, replied approximately 48 minutes after an ADA grievance involving him was sent on February 26, 2026. His response redirected the correspondence to Linda Warren.
A rapid redirect. I sent an ADA grievance through Brookhaven’s published contact on February 26, 2026, at 1:59 PM Eastern, copying Christian Sigman, City Manager. At 2:47 PM, Sigman replied, “Lillian Young is no longer with the City of Brookhaven. Please direct ADA grievances to Linda Warren. (Copied).”
What I allege
- The submission. The grievance went to the published City address on February 26 at 1:59 PM, with Sigman copied.
- The 48 minute reply. At 2:47 PM, Sigman redirected the correspondence to Linda Warren, copying Warren and City Attorney Jeremy T. Berry.
- The response was a referral. His email identified a different recipient. It did not itself announce a decision on the grievance.
Human cost
The two emails are 48 minutes and 37 seconds apart. In my February 26, 2026 reply to Christian Sigman, about 22 minutes after his email, I wrote:
Within 48 minutes of receiving a formal Title II grievance citing 28 C.F.R. 35.107(b), you did not acknowledge the grievance, did not initiate processing, did not provide a timeline, and did not confirm the City maintains a functioning grievance procedure.
Closing
My grievance produced a reply within about 48 minutes. It redirected me to Linda Warren rather than determining the grievance. Warren’s signed letter came a month later, on March 23.

How to read this page. Officials’ words are quoted from their own dated emails and letters. My own dated emails and my opinion are marked as mine. Labels in bold are my characterization of the dated facts beside them. Being copied on a letter does not show that a person influenced a decision. A count of requests is a count of requests, not a count of violations. Nothing here is a legal finding. Counts and dates are as of October 17, 2026.
