Things The City Clerk’s Office Portal Account Did to Me:

  1. On March 9, 2026, starting at 1:01 PM, the account sent me twenty closure notices in five minutes and thirty eight seconds. The notices gave the reason in these words: my request “has been marked complete due to lack of approval of provided estimate.” In plain words, the City closed each request because I had not agreed to pay its fee estimate.
  2. On March 6, 2026, starting at 8:49 AM, the account sent sixteen more closure notices for the same reason in six minutes and fifty seconds. The 36 closures on March 6 and March 9 are counted from my mail record of October 16, 2026.
  3. On March 5, 2026, I sent the account written disputes over how my requests were being closed and what each would cost. The March 6 closures began the next morning, and more closures for the same reason followed on March 11 and March 20, 2026.
  4. On March 2, 2026, 12:05 PM, I filed an ADA Title II grievance with the City. At 1:51 PM that day, City Manager Christian Sigman wrote back telling me to send ADA matters to Linda Warren.
  5. A separate portal account, the Brookhaven Police Records Department’s, sent me the same template receipt under the sender name Tomeka Hall on February 9, 2026, 10:37 AM, and on March 13, 2026, 7:19 AM: “Your request was received and is currently being processed by our office.”

When The City Clerk’s Office Portal Account Did It:

Every email The City Clerk’s Office Portal Account sent me, and every email I addressed to The City Clerk’s Office Portal Account, in order. Emails where they were only copied are counted in the numbers above. Chronology, not motive. A read receipt shows a message was opened on that mailbox. It can be declined, and many mail programs never send one.
