  • The closed records request. On March 13, 2026, 5:25 PM, I asked the City to reopen or properly answer a records request, with Jennifer Owens copied. Her Council mailbox opened it at 5:45 PM. Asked on March 13, 2026. No written answer as of October 17, 2026.

When She Did It:

Every email Jennifer Owens sent me, and every email I addressed to her, in order. Emails where they were only copied are counted in the numbers above. Chronology, not motive. A read receipt shows a message was opened on that mailbox. It can be declined, and many mail programs never send one.

How to read this page. Counts come from my mailbox and the original emails, as of October 17, 2026. A read receipt shows that a mailbox opened an email; it does not show who read it or how much. A message sent from the City’s records portal shows the account it came from, not who typed it. Labels in bold are my characterization of the dated facts printed beside them. This page makes no claim about anyone’s motive and no legal finding.
