As of October 17, 2026. Times are Eastern.
On June 30, 2026, Jeffrey W. DeLoach, Chair, State Disciplinary Board, State Bar of Georgia, signed four letters closing this disabled dad’s four grievances about four lawyers in the Bar’s own Office of the General Counsel. Each letter is three sentences. Each starts “I thoroughly reviewed”. Each ends “As a result, this grievance is dismissed.” They reached me between 4:23 PM and 4:35 PM.
A Rubber Stamp:
Between 4:23 PM and 4:35 PM on June 30, 2026, the State Bar’s no reply mailbox sent me four letters signed by Jeffrey W. DeLoach. Each closed a grievance I had filed about a lawyer in the State Bar’s Office of the General Counsel. Under twelve minutes, start to finish.
Each letter is three sentences long. Each says the same thing, in the same order:
- “I thoroughly reviewed” the grievance.
- “Based upon a review of this record, I find no basis for this grievance to be forwarded to the State Bar Disciplinary Board for investigation”
- “As a result, this grievance is dismissed.”
The Four, in Order:
| Sent (Eastern) | About | His words | Copied to |
|---|---|---|---|
| 4:23 PM | John J. Shiptenko, Senior Assistant General Counsel | “I thoroughly reviewed the eight-page narrative description of your grievance against Mr. Shiptenko, as well as the seven pages of exhibits submitted in support of the grievance.” | John J. Shiptenko |
| 4:27 PM | William D. NeSmith III, Deputy General Counsel | “I thoroughly reviewed the seven-page narrative description of your grievance against Mr. NeSmith, as well as the twenty-four pages of exhibits submitted in support of the grievance.” | William D. NeSmith III |
| 4:28 PM | Andreea N. Morrison, Deputy General Counsel | “I thoroughly reviewed the six-page narrative description of your grievance against Ms. Morrison, as well as the related correspondence.” | Andreea N. Morrison |
| 4:35 PM | Leigh Burgess, Assistant General Counsel and Grievance Counsel | “I thoroughly reviewed the fourteen-page narrative description of your grievance against Ms. Burgess, as well as fourteen pages of exhibits submitted in support of the grievance.” | Leigh Burgess |
Every letter went to the lawyer it was about at the same minute it went to me. Every letter came from an address that says: “DO NOT REPLY TO THIS EMAIL. THIS EMAIL ADDRESS IS NOT MONITORED.”
No Questions Asked:
Not one of the four letters says anyone was asked a question. Not me. Not the four lawyers. Each rests on “a review of this record”. None says who built that record.
The grievances were 13, 46, 46 and 32 days old when they were closed. In all that time, the State Bar wrote me only that “a member of the State Disciplinary Board” would review three of them (May 19 and June 2, 2026). No one ever said which member.
What I Allege:
- A rubber stamp. I allege that on June 30, 2026, Jeffrey W. DeLoach, Chair, State Disciplinary Board, State Bar of Georgia, signed four letters dismissing my four grievances about four lawyers in the State Bar’s Office of the General Counsel, and that the four were emailed to me between 4:23 PM and 4:35 PM, under twelve minutes. Sources: the four June 30 emails from OGCNoReply@gabar.org and their attached letters.
- Same three sentences, four times. I allege that each letter is three sentences long, opens “I thoroughly reviewed”, finds “no basis for this grievance to be forwarded to the State Bar Disciplinary Board for investigation”, and closes “As a result, this grievance is dismissed.” Source: the four letters.
- No questions asked. I allege that no letter states that I, or any of the four lawyers, was asked for any information before the dismissal, and that before June 30, 2026 the State Bar told me only that “a member of the State Disciplinary Board” would review three of them, and no one told me which member. Sources: the four letters; the State Bar’s May 19, 2026 receipt and John J. Shiptenko’s June 2, 2026 email; my mailbox.
- Delivered to the people it cleared. I allege that each email was copied, at the same minute, to the State Bar lawyer it cleared, and was sent from a mailbox that states “THIS EMAIL ADDRESS IS NOT MONITORED.” Source: the four email headers and bodies.
- A pattern. I allege that four dismissals, of four grievances about four lawyers in one office, in under twelve minutes, by one signer, is a pattern and not four separate reviews. That is my opinion, based on the times and the identical wording above.
What This Cost a Disabled Dad:
I write with assistive technology. That is how I wrote those grievances: eight pages, seven pages, six pages, fourteen pages, and the exhibits behind them. They were closed in the time it takes to drink a cup of coffee.
Is this how they would treat their own family or friends that were disabled
What This Page Does Not Say:
This page does not describe what the four grievances alleged. It sets out what came back, when, and from where. The labels are my opinion based on my experience. The quotations are from the letters.
