Who Andreea N. Morrison Is:
Andreea N. Morrison is a Deputy General Counsel in the State Bar of Georgia Office of the General Counsel, the lawyer who runs the State Bar’s discipline of Georgia lawyers. The State Bar lists her as Deputy General Counsel in its staff directory.
The State Bar of Georgia’s own speaker page for her says:
- “Andreea is the Deputy General Counsel for discipline with the Office of the General Counsel of the State Bar of Georgia. She has primary responsibility for management and oversight of the disciplinary function of the State Bar of Georgia.”
- “Andreea provides day-to-day supervision and training for staff lawyers in the disciplinary unit, including those responsible for the Client Assistance Program and the screening office.”
- “She serves as counsel to the State Disciplinary Board, the Disciplinary Rules and Procedures Committee”.
- “Prior to joining the Office of the General Counsel, Andreea practiced general civil litigation.” “Andreea graduated from Georgia State University College of Law in 2010.”
The State Bar’s 2024 to 2025 annual report names the Disciplinary Division of the Office of the General Counsel as “overseen by Deputy General Counsel Andreea Morrison”. Her LinkedIn profile lists Assistant General Counsel from September 2016 and Deputy General Counsel since March 2024, about ten years at the State Bar, and service as an adjunct professor at Georgia State University College of Law from 2020 to 2023. The State Bar member directory lists “Admit Date 11/02/2010”. The State Bar’s own 2026 board book lists Andreea N. Morrison as a speaker at its April 30, 2026 continuing legal education program, “Staying Current and Competent: Ethics, Emerging Technology and Practice Updates for Georgia Lawyers” (State Bar 2026 board book).

Why Andreea N. Morrison Is On ADAMATTERS.COM:
- She trains the Bar’s lawyers and teaches ethics, then reads and ignores. The State Bar says Andreea N. Morrison provides “day-to-day supervision and training for staff lawyers in the disciplinary unit”, and its board book lists her as a speaker at its April 30, 2026 ethics program. That same April 30, her mailbox opened three of my emails, at 3:49 PM, 3:52 PM and 7:04 PM. She answered none. Read the thirteen
- A decision on an empty file. On April 10, 2026 she signed the letter that dismissed my grievance: “I note that our office sent you a letter advising you that you could send a written rebuttal refuting the response, but we did not receive a rebuttal.” Eleven days later her own office wrote that my submissions “were not added to the grievance file at that time. Accordingly, when Ms. Morrison reviewed the file, no rebuttal was present.” Read the dismissal she signed
- She passed the buck. My April 20, 2026 request to her to correct her own letter and step aside was opened by her mailbox at 9:08 PM that night. She did not answer it. Leigh Burgess did: “Ms. Morrison forwarded your email to me for direct response.” Read the admission
- A promise with a date on it. On April 21, 2026, at 6:45 PM, her address wrote: “I will respond to your message when I return to the office on April 27.” Nothing came on April 27, or on any day since. Read the automatic reply
- A habit of reading and ignoring. From April 20 to June 1, 2026, her mailbox returned 13 read receipts on my emails. She has answered none of them. As of October 17, 2026, she has never sent me an email that she wrote.
- Never corrected. As of October 17, 2026, the April 10, 2026 letter has not been corrected or withdrawn in any writing sent to me.
- Cleared in one afternoon. I filed a grievance about her on May 15, 2026. On June 30, 2026, at 4:28 PM, it was dismissed in a three sentence letter signed by Jeffrey W. DeLoach, with a copy sent to her. Read the dismissal

What did Andreea N. Morrison’s own published record say she supervised?
Andreea N. Morrison is described by the State Bar as the Deputy General Counsel for discipline with primary responsibility for management and oversight of the disciplinary function, including supervision and training of the screening office.
| What her own published record says | What she did in my record |
|---|---|
| State Bar ICLE biography: “Andreea is the Deputy General Counsel for discipline with the Office of the General Counsel of the State Bar of Georgia. She has primary responsibility for management and oversight of the disciplinary function of the State Bar of Georgia.” | April 10, 2026: Andreea N. Morrison signed the April 10, 2026 dismissal letter. The letter dismissed the grievance and separately stated that no rebuttal was received. |
| State Bar ICLE biography: “Andreea provides day-to-day supervision and training for staff lawyers in the disciplinary unit, including those responsible for the Client Assistance Program and the screening office.” | April 21, 2026: Leigh Burgess wrote that the February submissions had been misclassified and “were not added to the grievance file at that time.” |
I keep coming back to the job description because the dates do enough by themselves. The official with primary responsibility for management and oversight of discipline signed the April 10 dismissal. Eleven days later, another State Bar lawyer put the missing file problem in writing. I do not need an adjective after that sequence.
