As of October 17, 2026. Times are Eastern.
On April 21, 2026, Andreea N. Morrison, Deputy General Counsel, State Bar of Georgia, sent this disabled dad one line: “I will respond to your message when I return to the office on April 27.” Her mailbox went on to open 13 of my emails. As of October 17, 2026, she has never written back.
A Habit of Reading and Ignoring:
A habit of reading and ignoring. From April 20 to June 1, 2026, the mailbox of Andreea N. Morrison returned 13 read receipts on my emails. As of October 17, 2026, she has answered none of them. Apart from read receipts, her address has sent me one message in all that time, and a machine wrote it.
That message came at 6:45 PM on April 21, 2026. It said: “I will respond to your message when I return to the office on April 27.”
April 27 came. No response came. As of October 17, 2026, it is 173 days past the date she gave.
She Opened Them Fast:
This was not mail sitting unread in a pile. Her mailbox opened some of my emails within minutes.

Two minutes. That is how long my April 21, 6:53 PM email sat before her mailbox opened it. Nobody answered it.
The Hand Off:
When she did act, she passed it on. At 11:53 AM on April 21, 2026, Leigh Burgess wrote me: “Ms. Morrison forwarded your email to me for direct response.”
The email Andreea N. Morrison forwarded was addressed to her. It asked her to correct a letter she had signed and to step aside. She did not answer it herself. Neither the forward nor any later message from her address explains why.
What I Allege:
- A habit of reading and ignoring. I allege that from April 20 to June 1, 2026, the mailbox of Andreea N. Morrison, Deputy General Counsel, State Bar of Georgia, returned 13 read receipts on my emails, and that as of October 17, 2026 she has answered none of them. Source: the 13 read receipts from AndreeaM@gabar.org in my mailbox.
- A promise with a date on it. I allege that on April 21, 2026, at 6:45 PM, her address wrote: “I will respond to your message when I return to the office on April 27.” I allege that no response from her address came on April 27, 2026, or on any day since, as of October 17, 2026. Sources: her automatic reply; my mailbox, all folders.
- She passed the buck. I allege that she forwarded my April 20, 2026 email, addressed to her, to a colleague rather than answering it, as that colleague wrote on April 21, 2026: “Ms. Morrison forwarded your email to me for direct response.” Source: the April 21, 11:53 AM email from Leigh Burgess.
- Silence even when nobody else spoke. I allege that of the 13 emails her mailbox opened, at least four drew no reply from anyone at the State Bar: April 21 at 6:44 PM, April 21 at 6:53 PM, April 30 at 3:17 PM (the conflict screen demand) and May 12 at 2:37 PM. Sources: the read receipts; the replies in each thread.
- Never one word from her. I allege that as of October 17, 2026, Andreea N. Morrison has never sent me an email that she wrote. Apart from read receipts, her only message is the automatic reply of April 21, 2026. Source: my mailbox, all folders, searched for her address.
What This Cost a Disabled Dad:
I write with assistive technology. Every one of those 13 emails cost me hours. Each one was read. Not one was worth a sentence back.
Is this how they would treat their own family or friends that were disabled
What This Page Does Not Say:
This page does not say why Andreea N. Morrison did not answer. It sets out what her mailbox opened, when, and what came back. The labels are my opinion based on my experience. The quotations are the State Bar’s.
