To All Recipients: I am writing to inform you that I have today filed a State Bar of Georgia grievance against Andreea N. Morrison, Deputy General Counsel, arising from her failure to correct or vacate the April 10, 2026 dismissal after the Bar admitted the file reviewed was incomplete due to internal misclassification. Three counts alleged under GRPC 8.4(a)(4) and 8.4(a)(5).

**The Bar Blamed Me Instead of Fixing the Record** — The Office blamed my labeling for its own routing failure. The Bar cannot simultaneously grant Title II accommodations and deny Title II coverage. One of those statements is institutionally false.

**Structural Conflict Notice** — OGC cannot screen a grievance against its own Deputy General Counsel without a structural conflict.

**Duty to Report Under GRPC 8.3(a)** — Every licensed Georgia attorney on this distribution has an independent obligation.

**Federal Complaint** — A federal complaint under Title II is being filed.

**Preservation Demand** — 7 categories.
