Complaining to the Georgia Insurance Commissioner

When a claims administrator stops answering you, most people assume there is
nowhere left to go. There is. The Georgia Office of the Commissioner of Insurance takes consumer
complaints about how claims are handled, it is free, and in my case it opened a case. This page
explains the route and what it did and did not achieve.

language account of a public complaint route and my own documented experience of it.

What the office does

The Georgia Office of the Commissioner of Insurance and Safety Fire regulates insurance in
Georgia. Part of that work is a consumer services function that accepts complaints from members of
the public about how an insurer or a claims operation has handled a matter.

You do not need a lawyer. You do not pay a fee. You do not have to have exhausted anything first.

Why it is worth knowing about

When a city’s conduct becomes a claim in Georgia, the entity that answers you is often not the
city. It is a claims administrator working for a risk pool run under an association of cities.
That structure is explained here.

From a resident’s perspective, that arrangement produces a private company with no obvious
regulator, no published complaint route, and no obligation you can point to. The insurance regulator
is the answer to that feeling, and most people never learn it exists.

What happened when I used it

I filed after four written requests for an ADA contact went unanswered, after one matter was split
into seven claim numbers, and after the file was closed as “various administrative tasks” on a date
no request of mine was pending.

The Georgia Office of the Commissioner of Insurance opened a case on Gallagher Bassett. It ran
from May 20 to June 16, 2026.

What it achieved, stated honestly

A case was opened, which meant a regulator asked questions of a company that had stopped answering
mine. That is not nothing. For a person who has been ignored for eight weeks, having a state office
open a file is a material change in the situation.

It did not produce an ADA contact. It did not reopen the claim. It did not retract the letter
calling my accommodation requests harassment.

I am putting both halves of that on the page on purpose. A route that is oversold is worse than no
route at all, because the next person spends their limited energy on it expecting more than it can
give.

What to put in a complaint

Keep it factual and keep it short. A regulator’s consumer services staff read a large number of
these.

  • Who. The company, the claim numbers, and the names of the people who wrote to
    you, in their official roles.
  • What you asked for and when. Dates and exact wording, especially where you asked
    the same thing more than once.
  • What came back. Quoted, with dates. Where nothing came back, say “no response”
    and give the date you first asked.
  • What is unresolved right now. A short numbered list.
  • What you are asking the office to do. Be specific and be modest. Ask them to
    require a written response to identified questions, rather than asking them to decide your underlying
    dispute.

Attach the documents. Do not narrate them.

Two things I would do differently

File earlier. I treated the regulator as an escalation after the administrator had
gone silent. Silence is exactly the condition the office exists for, so the day the second unanswered
follow-up goes out is a reasonable day to file.

File in parallel with the ADA route, not instead of it. Insurance regulation and
disability access are different questions with different offices. Both are free and neither requires
the other to finish.
