Answer
On April 23, 2026, I asked Georgia POST in writing for an accessible written route and a written disposition. On April 28, Executive Director Chris Harvey wrote that the request had gone to counsel and did not say who. On July 15, POST’s ADA Coordinator, Meghan Fail, wrote that she had never been trained on the ADA. On August 6, she forwarded the State ADA Coordinator’s Office inquiry to Chris Harvey: “I am not sure how to respond to this.” On August 7, POST published a Title II notice and grievance procedure. On August 27, it answered my grievance in writing.
July 15: “I have never received training or gained any real knowledge of ADA.” August 6: “I am not sure how to respond to this.”
What: the request
1. On April 23, 2026, I sent Georgia POST a written disability access request asking for an accessible written route and a written disposition. POST’s own administrative log recorded it as received that evening. [April 23 request; POST log]
When: the handoff
2. On April 28, 2026, Chris Harvey, Executive Director, Georgia POST, replied that the April 23 correspondence had gone to counsel. The reply did not identify the lawyer. [April 28 reply from Chris Harvey]
3. POST’s written records response gave April 24, 2026 as the date the correspondence was referred to Paul Jay Pontrelli, Assistant Attorney General. POST’s produced emails show Chris Harvey forwarding it to him on April 27, 2026, at 8:14 AM. [POST August 31, 2026 records response; April 27 forwarding email]
Who: the ADA Coordinator
4. On July 15, 2026, at 11:48 AM, Meghan Fail, ADA Coordinator, Georgia POST, wrote to the State ADA Coordinator’s Office: “I have never received training or gained any real knowledge of ADA.” [July 15 email from Meghan Fail]
5. On July 16, 2026, Georgia POST told me in writing that the requested ADA information would be forwarded. The email blind copied Paul Jay Pontrelli, Assistant Attorney General, who replied internally 27 minutes later. POST did not send me the information. [POST production, July 16 emails, 11:28 AM and 11:55 AM]
6. On August 6, 2026, Meghan Fail forwarded the State ADA Coordinator’s Office request for POST’s Title II contact and grievance procedure to Chris Harvey, Executive Director, Georgia POST, and wrote: “See below. I am not sure how to respond to this.” [August 6 forwarding email]
How: what followed
7. On August 7, 2026, Georgia POST published a Title II notice, a grievance procedure and a complaint form on its website. [POST’s August 27 determination: “published on its website on August 7, 2026”]
8. On August 21, 2026, I filed a Title II grievance with Georgia POST. [August 21 filing]
9. On August 27, 2026, Georgia POST issued a written determination signed by Paul Jay Pontrelli, Assistant Attorney General, as legal counsel to POST. It granted written communication, removed the meeting requirement, and accepted my existing submission without duplication. It wrote: “The August 21, 2026 grievance is otherwise denied.” [August 27 determination]
Side by side: the same request, two answers
| April 28, 2026 | August 27, 2026 | |

Open question
What record shows the April 24, 2026 referral? The earliest forwarding email in POST’s production is dated April 27.
