SUMMARY
On March 13, 2026, Gallagher Bassett Senior Resolution Manager Belinda Boscoe wrote that emails I sent to its claim intake department “were mistakenly set up as new claims.” One case had eight claim numbers. On May 1, outside counsel for GMA and GIRMA, James R. Westbury, Jr., said my emails had crossed into harassment and asked: “What is your disability?”
The claim numbers
One case became eight claim numbers. Between March 10 and March 12, 2026, Gallagher Bassett’s intake system generated seven claim reports in about 52 hours. On March 13, Boscoe wrote the sentence quoted above. That same morning I was asking for a usable disability access contact and a phone call.
The five requests
I asked five times in writing who GIRMA’s ADA coordinator is, on March 13, March 16, April 2, April 6 and April 12, 2026. The March 13 request asked for an ADA contact, a phone call and one answer about the claim structure. On April 1, 2026, the day I was in surgery, Gallagher Bassett closed the file. The reason recorded was “various administrative tasks.” On April 6, the mailbox of GMA’s chief executive returned a read receipt on my fourth request the same afternoon. On April 14, I sent GMA’s chief executive a certified notice with five asks and eleven attachments.
The May 1 letter
Westbury, whose letter answers the April 14 notice, wrote that GIRMA “is not required to designate an Americans with Disabilities Act (ADA) coordinator.” His letter said GIRMA had designated him as the person for me to deal with, and that my emails had “crossed into the realm of harassment.” It named no ADA coordinator and no grievance procedure.
Where the record stands
No response to the March 13 request found through October 19, 2026.
