Belinda Boscoe is a Senior Resolution Manager at Gallagher Bassett Services, Inc., Public Sector reporting branch, the third party administrator that handles claims for the Georgia Interlocal Risk Management Agency. She was the adjuster assigned to my claim from February 2026 and signed the April 1, 2026 denial.

- On March 13, 2026 she wrote that the seven extra claim numbers generated by intake “were mistakenly set up as new claims” and that the review would be finished “sometime next week.”
- That morning I asked her, in writing, for an ADA accommodation contact, a phone call from the adjuster or a supervisor, and whether the matter was one claim or several. She did not answer. I followed up March 16, marked time sensitive. She did not answer.
- On April 1, 2026, the date I had said I would be in surgery, she wrote that the coverage review was complete and asked that her office not be copied on my emails to the City. Her letter of the same date, sent April 2, closed the file, describing the matter as “various administrative tasks.” The letter does not mention either accommodation request.

Where it stands
As of September 5, 2026, Ms. Boscoe has not answered the March 13 request for an ADA contact and a phone call. Her employer’s litigation counsel answered on May 1 that Gallagher Bassett “has no involvement.” The Georgia Office of Commissioner of Insurance opened a consumer complaint file on Gallagher Bassett’s handling of the claim on May 20, 2026.
