Westbury, Jr. is a Georgia lawyer at Westbury Law, LLC in Eatonton, Georgia, and outside counsel for the Georgia Interlocal Risk Management Agency (GIRMA) and the Georgia Municipal Association (GMA). His own May 1, 2026 letter to me says: “This firm represents the Georgia Municipal Association (GMA) and the Georgia Interlocal Risk Management Agency (GIRMA) with respect to coverage and claims.” On May 21, 2026, GMA’s General Counsel, Rusi C. Patel, wrote that “this correspondence confirms that Mr. Westbury represents the Georgia Municipal Association and the Georgia Interlocal Risk Management Agency regarding these matters.”

The State Bar of Georgia member directory lists James R. Westbury, Jr. as an “Active Member in Good Standing” with an admit date of “07/11/1994,” in the “Local Government” and “Insurance Law” sections. That is 32 years as a member of the State Bar. James R. Westbury, Jr. is also a former member of the State Bar of Georgia Board of Governors, the Bar’s governing board. The Bar’s own rosters list him for Griffin Circuit, Post 1, from 2002 to 2008. The 2001 to 2002 and 2008 to 2009 rosters list someone else in that seat.

• He trains others on liability and claims, then handled mine like this. His firm says he “provides specialized training to law enforcement executives nationwide on liability and claims management,” and that he was GMA’s “Property and Liability Claims Manager and Coverage Counsel” from 2018 to 2023. He sat on the State Bar’s Board of Governors from 2002 to 2008 and has been a Bar member since 1994. On February 20, 2026, he was listed to present at a national civil rights defense seminar. 70 days later, on May 1, 2026, he wrote to a disabled man and asked what his disability was. His May 10 LinkedIn post says that “last week” he was “presenting to law enforcement leaders from across the country.” That was the same week his mailbox opened my May 6 retraction demand. He never answered it.
• “What is your disability?” My five written ADA requests, March 13 to April 12, 2026, went to the claims company. They reached him attached to my April 14 letter to GMA’s chief executive. His May 1 answer: “(1) What is your disability? In other words, what is your impairment or functional limitation?” He closed by asking again: “please communicate the nature of your disability to me and your accommodation request”. • Blame the disabled dad. The same May 1 letter said my emails to Belinda Boscoe and others had “crossed into the realm of harassment” and that my efforts “seem to be less intended to vindicate any bona fide legal right than to exploit laws unrelated to the merits of the claim for the purpose of annoyance.” Read the full story
• A threat with “in my opinion” in front of it. The same letter said: “The presentation of a legal claim on behalf of another is, in my opinion, the unlawful practice of law which is prohibited under Georgia law without a license. O.C.G.A. § 15-19-51.” Read the May 1 letter
• ADA compliance with an off switch. He wrote: “Contrary to your contention, GIRMA is not required to designate an Americans with Disabilities Act (ADA) coordinator.” Any compliance was voluntary, and “GIRMA does reserve the ability to cease such voluntary compliance in any future correspondence.”
• Broadcast to nine. His May 1 cover email went to me with nine people copied, from GMA, Gallagher Bassett, one outside law firm and Brookhaven’s City Attorney. The greeting on that email was not to me. It read: “Dear Mr. Berry:” (Jeremy T. Berry).
• Read it, then nothing. On May 6, 2026, at 5:10 PM, I sent him a written retraction demand with a 72 hour deadline. His mailbox returned a read receipt at 6:30 PM, 80 minutes later. He never answered. No retraction came by the May 9 deadline, or since. Read the retraction demand
• “Please direct all future communications to me.” Then a habit of silence. That was his instruction on May 1. I wrote to him directly four times and copied him six more times, May 6 to May 21, 2026. He answered none of the ten. When his client spoke on May 21, it was GMA’s General Counsel, asking that I “direct future substantive communications concerning these matters through Mr. Westbury.” Read GMA’s May 21 email
• A Bar insider, cleared at the first look. I filed a grievance against him with the State Bar of Georgia on May 15, 2026. On June 30, 2026, at 4:24 PM, Adrienne D. Nash, Grievance Counsel, dismissed it without sending it to the State Disciplinary Board. It was one of six Bar letters that closed my grievances between 4:23 PM and 4:35 PM that afternoon.
