The administrator’s lawyer answered a claim I never made. This is the correction, with a deadline.

What it is

My May 7, 2026 response to Cameron J. Wall’s May 1 letter, by email and certified mail, with the May 6 packet attached. It opens a parallel five business day window. The opening and sections I and III are transcribed; the legal argument is outside this record.

Why it matters

It answers the one thing the Wall letter said about me: that my correspondence was about someone else’s claim. It was not. It was about the claims process I was in, and the five requests nobody answered.

What it shows

Mr. Wall:

I received your letter bearing a May 1, 2026 date concerning Claim No. [redacted].

I am attaching my prior response to Mr. Westbury and the related record-correction packet because the same standing, ADA-access, claim-characterization, and retaliation issues are implicated by your letter. I am not merely referring Gallagher Bassett to that prior response and asking you to infer my position from it. This letter states the Wall-specific corrections directly.

Your letter does not cure the April 12, 2026 demand to Mr. Angotta, the April 14, 2026 certified demand to Mr. Hanson, or the April 14, 2026 NetClaim Title II ADA administrative docket. It instead repeats the same defective premise: that my correspondence was an attempt to assert [redacted] legal claims, rather than an assertion of my own ADA, Section 504, 42 U.S.C. § 12203, GORA, and claim-process access rights.

That premise is false.

I. Gallagher Bassett’s Role Is Not Disputed

Your letter states that Gallagher Bassett is a third-party administrator for the Georgia Interlocal Risk Management Agency. That point is not disputed.

I do not contend that Gallagher Bassett issued the GIRMA coverage agreement or that Gallagher Bassett is itself the GIRMA risk pool. The issue is that Gallagher Bassett operated the claimant-facing claims channel through which my written accommodation-related communications were sent, ignored, recharacterized, and then used as the basis for adverse correspondence.

Gallagher Bassett cannot acknowledge that it acts as GIRMA’s third-party administrator, issue the April 1, 2026 coverage disposition, respond through litigation counsel to the April 12 and April 14 ADA compliance demands, and then disclaim any responsibility for the accessibility of the very claims-administration process it operated.
