Exhibit · GIRMA, GMA, and Gallagher Bassett
The claims administrator’s lawyer answered two ADA compliance letters without using the word accommodation. Page two carries a date from the year before.
What it is
A two-page letter on Gallagher Bassett letterhead from Cameron J. Wall, Litigation Counsel, emailed at 4:47 PM on May 1, 2026 with the message “Please see the attached correspondence.” It answers my April 12 letter to Robert Angotta and my April 14 letter to Larry Hanson.
Why it matters
It is the claims administrator’s own answer, separate from GIRMA’s lawyer. It says Gallagher Bassett is a third party administrator, that the policy does not cover the matter, and that Gallagher Bassett therefore “has no involvement.” It does not mention the five accommodation requests it was answering.
What it shows
Page one is dated May 1, 2026. Page two’s header reads “December 11, 2025”. The agency’s name is spelled “GIMRA” three times. “Since the applicable policy does not cover this matter, Gallagher Bassett has no involvement.” I am noting what the document says. I cannot say why it says it.
What it does not show
The words accommodation, disability, or ADA. Any reference to the March 13, March 16, April 2, April 6, or April 12 requests, which were the subject of the letters it answers.

Dear Mr. [redacted]:
I am counsel for Gallagher Bassett Services, Inc. (“Gallagher Bassett”). This correspondence serves as Gallagher Bassett’s response to your letters dated April 12, 2026, addressed to Robert Angotta, and April 14, 2026, addressed to Larry Hanson. As previously stated in Belinda Boscoe’s letter dated April 1, 2026, Gallagher Bassett is a third-party administrator for the Georgia Interlocal Risk Management Agency (“GIMRA”)., Gallagher Bassett does not issue insurance policies nor handle claims against member cities that fall outside the scope of GIMRA’s insurance policy.
Additionally, we would like to clarify certain matters to address what appears to be a misunderstanding. [Remainder of paragraph redacted. Outside this record.]
