As of October 17, 2026. Times are Eastern.
On May 1, 2026, James R. Westbury, Jr., outside counsel for GIRMA and the Georgia Municipal Association, wrote that this disabled dad’s emails “crossed into the realm of harassment” and that my efforts were “for the purpose of annoyance.” I filed a grievance with the State Bar of Georgia. On June 30, 2026, it was dismissed.
Blame the Disabled Dad:
Blame the disabled dad. In the same May 1, 2026 letter in which James R. Westbury, Jr. asked me “What is your disability?”, he turned my requests into an accusation.
He wrote: “You have presented dozens of emails to Ms. Boscoe and others in volume and frequency that is not productive and has crossed into the realm of harassment.”
He wrote: “Your efforts seem to be less intended to vindicate any bona fide legal right than to exploit laws unrelated to the merits of the claim for the purpose of annoyance.”
He sent that letter to me and copied nine other people.
It appears to me that the “laws” he called unrelated include the Americans with Disabilities Act. Upon information and belief, the emails he called harassment include my written requests for a disability accommodation.
What the Record Shows:
| Date | What I did, or what he wrote |
|---|---|
| March 13 to April 12, 2026 | Five written ADA requests to GIRMA’s claims administrator, by my count |
| April 14, 2026 | My letter to GMA’s chief executive, with my record of them |
| May 1, 2026, 12:08 PM | James R. Westbury, Jr.: “crossed into the realm of harassment”; “for the purpose of annoyance”; “What is your disability?” Copied to nine. |
| May 6, 2026, 5:10 PM | I ask him to retract it. His mailbox opens it at 6:30 PM. |
| May 15, 2026 | I file a grievance with the State Bar of Georgia. Receipted at 11:29 AM. |
| June 30, 2026, 4:24 PM | Grievance dismissed by the State Bar’s Office of the General Counsel, with him copied |
| October 17, 2026 | No retraction. No word from him since May 1. |
The State Bar Let It Stand:
On May 15, 2026, I filed a grievance with the State Bar of Georgia about his May 1 letter.
On June 30, 2026, at 4:24 PM, the State Bar’s no reply mailbox sent the answer, with James R. Westbury, Jr. copied. Adrienne D. Nash, Grievance Counsel, signed it. It said: “it is the determination of this office that you have failed to satisfy the elements that would sustain a referral of this matter to the State Disciplinary Board.” And: “therefore, our office must dismiss the grievance.”
That letter went out one minute after the State Bar’s first June 30 dismissal and two minutes before the next. Six letters closing every grievance I had open went out from that mailbox between 4:23 PM and 4:35 PM that afternoon.
What I Allege:
- Blame the disabled dad. I allege that on May 1, 2026, James R. Westbury, Jr., outside counsel for GIRMA and GMA, wrote that my emails had “crossed into the realm of harassment,” in a letter answering my written requests for a disability accommodation. Source: his May 1, 2026 letter.
- “Annoyance.” I allege that in the same letter he wrote that my efforts “seem to be less intended to vindicate any bona fide legal right than to exploit laws unrelated to the merits of the claim for the purpose of annoyance.” It appears to me that he called a disabled person’s use of the ADA an annoyance. Source: his May 1 letter.
- Published to nine. I allege that he sent that letter by email on May 1, 2026, at 12:08 PM, to me with nine other people copied. Source: his cover email.
- No retraction. I allege that on May 6, 2026, at 5:10 PM, I asked him to retract the letter, that his mailbox opened my request at 6:30 PM, and that as of October 17, 2026 he has not retracted it or written to me again. Sources: my May 6 email; his read receipt; my mailbox, all folders.
- The State Bar let it stand. I allege that the grievance I filed with the State Bar of Georgia on May 15, 2026 about his letter was dismissed on June 30, 2026, at 4:24 PM, by the State Bar’s Office of the General Counsel, within the same twelve minutes in which every grievance I had open was closed. Sources: the State Bar’s May 15 receipt; the June 30, 4:24 PM email and its attached letter; the other June 30 emails from OGCNoReply@gabar.org.
What This Cost a Disabled Dad:
I write with assistive technology. A lawyer read my emails and called them harassment, then sent that word to nine people. The State Bar looked at it and saw nothing to send forward.
Is this how they would treat their own family or friends that were disabled?
What This Page Does Not Say:
This page does not describe the claim GIRMA was handling or anything about it. It quotes James R. Westbury, Jr.’s own letter and the State Bar’s letter, and sets out the dates. The labels are my opinion based on my experience. The quotations are theirs.
