As of October 17, 2026. Times are Eastern.
The four letters Jeffrey W. DeLoach, Chair, State Disciplinary Board, signed on June 30, 2026 each say “I thoroughly reviewed”. The PDF files of all four record a creation time between 7:47 and 7:53 that morning. One picture of his signature sits on all four. The files name someone else as the author. This disabled dad asked him who wrote them. As of October 17, 2026, he has not said.
Copy and Paste:
The PDF files of all four June 30, 2026 letters signed by Jeffrey W. DeLoach record a creation time between 7:47:02 AM and 7:53:39 AM that day. Four files in six minutes and 37 seconds, by their own clocks. The files do not say when the words were written.
Each letter tells me: “I thoroughly reviewed” my grievance.
What the Files Say:
Every PDF file carries properties: who made it, with what program, and when. I read them. Here is what the four files I received say:
| Letter about | File created | File last saved | Emailed to me |
|---|---|---|---|
| John J. Shiptenko | 7:47:02 AM | 4:17:11 PM | 4:23 PM |
| William D. NeSmith III | 7:48:49 AM | 4:15:37 PM | 4:27 PM |
| Andreea N. Morrison | 7:51:18 AM | 4:16:07 PM | 4:28 PM |
| Leigh Burgess | 7:53:39 AM | 4:16:45 PM | 4:35 PM |
All times are June 30, 2026, Eastern.
The author. The author field of all four files names one person, and it is not Jeffrey W. DeLoach. The State Bar’s own staff directory lists an employee with that name. The two other letters sent that afternoon, signed by Adrienne D. Nash, name her as author.
The signature. Each file holds the same two small pictures that make up his signature. I compared them. They are identical in all four files, byte for byte. One picture, placed four times.
I am not saying the signature is not his. I am saying no pen touched the four pages I received.
He Was Asked. He Has Not Answered.:
On September 15, 2026, at 3:37 PM, I wrote to him and asked fourteen questions. Question 12: “Who drafted each June 30 letter, and who transmitted each letter?” I asked for answers by September 24, 2026.
None came. On October 7, 2026, at 3:33 PM, I wrote again: “The files your letters arrived in name an author who is not you, and one picture of a signature sits on all four.” I asked for an answer by Thursday, October 22, 2026, at 5:00 PM Eastern. That date has not passed. As of October 17, 2026, nothing has come.
What I Allege:
- Copy and paste. I allege that the PDF files of the four June 30, 2026 dismissal letters signed by Jeffrey W. DeLoach, Chair, State Disciplinary Board, record a creation time between 7:47:02 AM and 7:53:39 AM that day, and that each says “I thoroughly reviewed” the grievance. Source: the file properties and text of the four PDFs.
- Someone else’s file. I allege that the author field of all four files names a person other than Jeffrey W. DeLoach, and that a person of that name is listed as an employee in the State Bar of Georgia’s staff directory. Upon information and belief, someone at the State Bar prepared the files of letters that cleared four State Bar lawyers. Sources: the file properties; the State Bar staff directory as saved June 1, 2026.
- One picture, four letters. I allege that the signature on each of the four letters is made of the same two image files, identical byte for byte. Source: the images extracted from the four PDFs and compared on October 17, 2026.
- The question he would not answer. I allege that on September 15, 2026 I asked him in writing who drafted each letter, with an answer due September 24, 2026, and that as of October 17, 2026 he has not answered. Sources: my September 15, 3:37 PM email and letter; my mailbox, all folders.
- Asked again. I allege that on October 7, 2026 I asked him again, with an answer due October 22, 2026, and that the only message from his address since June 30, 2026 is an automatic reply that day: “I will respond to your email as promptly as possible upon my return.” Sources: my October 7, 3:33 PM email; his October 7, 3:33 PM automatic reply, which answered a different email of mine sent a minute earlier.
What This Cost a Disabled Dad:
I write with assistive technology, and I spent weeks building those grievances. The files that closed them were all created within seven minutes, before breakfast, and saved again in the afternoon. It appears to me that the review he describes and the files I received do not tell the same story.
Is this how they would treat their own family or friends that were disabled
What This Page Does Not Say:
This page does not say Jeffrey W. DeLoach did not sign or did not read the letters. It sets out what the files themselves record, and the questions he has not answered. The labels are my opinion based on my experience.
