Answer
After Gallagher Bassett closed my file, I emailed Robert Angotta of Gallagher Bassett Services, Inc. on April 2, 2026 and asked him to reopen and reassign it. On April 6, I sent him my fourth written ADA accommodation request, asking for a phone call and an ADA accommodation contact, with Larry Hanson, CEO and Executive Director of the Georgia Municipal Association, copied. Larry Hanson’s mailbox returned a read receipt at 4:41 PM that day. Neither man replied.
“I am asking for a phone call and an ADA accommodation contact. Those are not difficult requests to fulfill.” Read receipt returned at 4:41 PM.
What: the reopen request
1. On April 2, 2026, I emailed Robert Angotta a letter asking that the file be reopened and reassigned, that the policy provisions relied on be identified, and that my March 13 accommodation requests be answered. [April 2 letter and email to Robert Angotta]
When: the fourth request
2. On April 6, 2026, at 8:56 AM, I sent Robert Angotta my fourth written ADA accommodation request. It asked for a phone call and an ADA accommodation contact. [April 6 fourth accommodation request]

5. No reply came from Robert Angotta to the April 2 letter or the April 6 request, and none from Larry Hanson, as of September 28, 2026. [my mailbox]
A read receipt can be declined, and many mail programs never send one. When one comes back, it shows that the message was opened on that mailbox. That is all this page says it shows.
