The Disabled Dad’s Daily

I asked GIRMA, GMA, and Gallagher Bassett five times in writing, between March 13 and April 14, 2026, for one thing: who handles a disability accommodation request. On May 1, 2026, the answer came from a lawyer, James R. Westbury, Jr., outside counsel for GIRMA and GMA. He asked what my disability was, wrote that GIRMA is not required to have an ADA coordinator, and wrote that my emails had “crossed into the realm of harassment.” Proof: the May 1, 2026 letter from James R. Westbury, Jr.

If you know nothing about this, start here

GIRMA is the insurance pool for Georgia cities and counties. GMA, the Georgia Municipal Association, runs it. Gallagher Bassett handles its claims. I had a claim with them and a disability. I asked who at any of the three handles a request for disability access. Five letters. The reply was a lawyer asking what was wrong with me and telling me to stop writing.

SCOREBOARD, AS OF October 22, 2026
Written ADA accommodation requests before May 1, 2026 5
ADA coordinators designated in reply 0

Answer

After five written ADA accommodation requests, two lawyer letters dated May 1, 2026 came back from GIRMA, GMA, and Gallagher Bassett. Cameron J. Wall, Litigation Counsel, Gallagher Bassett Services, Inc., wrote that Gallagher Bassett had no involvement, and his letter never used the word “accommodation.” James R. Westbury, Jr., outside counsel for GIRMA and GMA, wrote that GIRMA is not required to designate an ADA coordinator, asked “What is your disability?”, and wrote that my emails had “crossed into the realm of harassment.” James R. Westbury, Jr. is a former member of the State Bar of Georgia Board of Governors.

Five written requests for ADA help. GIRMA’s lawyer replied: “What is your disability?”

THE ONE LINE TO REMEMBER

“What is your disability?”

James R. Westbury, Jr., outside counsel for GIRMA and GMA, former member of the State Bar of Georgia Board of Governors, May 1, 2026. Five requests for an ADA contact. The first reply asked for my diagnosis.

What: Gallagher Bassett’s letter

1. In a letter dated May 1, 2026, Cameron J. Wall, Litigation Counsel, Gallagher Bassett Services, Inc., answering my April 12 and April 14 letters, wrote: “Gallagher Bassett is a third-party administrator for the Georgia Interlocal Risk Management Agency” and: “Since the applicable policy does not cover this matter, Gallagher Bassett has no involvement.” [May 1 letter from Cameron J. Wall]

2. The same letter does not use the word “accommodation.” It spells the agency “GIMRA” three times. Its second page carries a header dated December 11, 2025. [May 1 letter from Cameron J. Wall]

When: GIRMA’s letter, the same day

3. On May 1, 2026, James R. Westbury, Jr., outside counsel for GIRMA and GMA, wrote: “GIRMA is not required to designate an Americans with Disabilities Act (ADA) coordinator.” [May 1 letter from James R. Westbury, Jr.]

4. In the same letter he wrote: “GIRMA has designated me as the person for you do deal with” [sic]. [same]

5. In the same letter he wrote: “GIRMA does reserve the ability to cease such voluntary compliance in any future correspondence.” [same]

Who: what he asked, and what he called my emails

6. In the same letter he wrote: “What is your disability?” [same]

7. In the same letter he wrote: “You have presented dozens of emails to Ms. Boscoe and others in volume and frequency that is not productive and has crossed into the realm of harassment.” [same]

8. In the same letter he wrote: “Your efforts seem to be less intended to vindicate any bona fide legal right than to exploit laws unrelated to the merits of the claim for the purpose of annoyance.” [same]

9. The letter came under a cover email sent to me at 12:09 PM with nine people copied. Its salutation is addressed to the City of Brookhaven’s City Attorney. [May 1 cover email]

How: what came back

10. On May 6, 2026, at 5:10 PM ET, I sent James R. Westbury, Jr. a written retraction demand with two windows: 72 hours and five business days. His mailbox returned a read receipt at 6:30 PM. Cameron J. Wall, copied, returned one at 5:31 PM. The windows closed May 9 and May 13, 2026. No response. [May 6 letter and read receipts]

11. On May 7, 2026, I sent Cameron J. Wall a written reply with a five business day window. The window closed May 14, 2026, at 5:00 PM ET. No response. [May 7 letter; May 14 notice]

Side by side: the two May 1 letters

Cameron J. Wall, Gallagher Bassett James R. Westbury, Jr., GIRMA and GMA
ADA coordinator Not addressed “GIRMA is not required to designate an Americans with Disabilities Act (ADA) coordinator.”
Person GIRMA designated for me Not addressed “GIRMA has designated me as the person for you do deal with” [sic].
ADA compliance Not addressed “GIRMA does reserve the ability to cease such voluntary compliance in any future correspondence.”
Accommodation The word does not appear “What is your disability?”
The answer, in their words “Gallagher Bassett has no involvement.” My emails had “crossed into the realm of harassment.”

What I allege

1. I allege that five written ADA accommodation requests went to GIRMA, GMA, and Gallagher Bassett before May 1, 2026, and that not one of them was answered by anyone who handles accommodations. The first answer came from litigation counsel and outside counsel.

2. I allege that James R. Westbury, Jr. answered a request for an ADA contact by asking “What is your disability?”, by writing that “GIRMA is not required to designate an Americans with Disabilities Act (ADA) coordinator,” and by reserving “the ability to cease such voluntary compliance.” His May 1, 2026 letter says all three.

3. I allege that the same letter called my emails “harassment” and wrote that my efforts seemed “to exploit laws unrelated to the merits of the claim for the purpose of annoyance.” Five letters asking who handles disability requests. That is the volume he called harassment.

4. I allege that my May 6, 2026 written demand that he retract those words was read by his mailbox at 6:30 PM and by Cameron J. Wall‘s at 5:31 PM, and that neither answered by the windows I set, May 9 and May 13, 2026, or since, as of October 22, 2026.

5. Why does an insurance pool’s litigation lawyer need my diagnosis to tell me who its ADA contact is? He did not need it. The law does not require me to hand a diagnosis to anyone to find out who handles disability requests. There was no ADA contact. That was the answer, and it took a lawyer to say it.

6. “Voluntary compliance” means GIRMA follows the disability law until it decides not to. His letter reserves “the ability to cease.” Those are his words. A former member of the State Bar of Georgia’s Board of Governors wrote them.

7. What is a lawyer’s letter calling five written requests “harassment” for, if not to make the writer stop? I did not stop. Every letter is on this site.

Is this how they would treat their own family or friends that were disabled
