Christian Sigman, City Manager for the City of Brookhaven, Georgia, wrote on February 24 and February 26, 2026, that Lillian Young had left the City. Separate City webpages continued to identify her as an ADA contact.
The contact information trail. On February 24, 2026, Christian Sigman, Brookhaven City Manager, wrote, “As an aside, Lillian Young is no longer with the City of Brookhaven as HR Director. I will forward you communication on the current HR director.” On February 26, he wrote, “Lillian Young is no longer with the City of Brookhaven.”
What I allege
- The HR Director qualification. In the February 24, 10:00 AM email, Sigman explicitly described Young as no longer serving “as HR Director.”
- The next wording was different. On February 26 at 2:47 PM, his email said she was no longer with the City and redirected ADA grievances to Linda Warren.
- Another direction followed. On March 2, Sigman wrote, “FYI…Lillian Young is no longer with the City. Please summit ADA matters to Linda Warren directly.”
- The City webpage lagged behind. The City’s archived Title II information continued to identify Young after her December 5, 2025 departure, including on March 10, 2026.
Human cost
In my May 12, 2026 emails to Brookhaven councilmembers Jennifer Owens and John Funny, with Mayor John Park copied on both, I wrote:
A disabled resident cannot tell from the City’s own website which ADA route, deadline, address, or official controls.
Closing
Sigman knew the published contact had left. Yet Brookhaven’s archived Title II page still named her on March 10. I had to find out where to send my ADA grievance by writing to City leadership.
Source route: Christian Sigman dated correspondence and receipts.
How to read this page. Officials’ words are quoted from their own dated emails and letters. My own dated emails and my opinion are marked as mine. Labels in bold are my characterization of the dated facts beside them. Being copied on a letter does not show that a person influenced a decision. A count of requests is a count of requests, not a count of violations. Nothing here is a legal finding. Counts and dates are as of October 17, 2026.
