State ADA Office Emails, Word for Word: Every Table and the Full Request

State ADA Coordinator’s Office · Its own records · As of October 17, 2026

On August 6, 2026, Stacey Peace, State ADA Coordinator, asked Georgia POST one question about my ADA request. Four minutes later POST’s own ADA coordinator, Meghan Fail, forwarded it to her boss: “See below. I am not sure how to respond to this.” This page lays out what the State of Georgia ADA Coordinator’s Office did, office by office, from the 47 files it produced to me on September 22, 2026.

See below. I am not sure how to respond to this.

Meghan Fail, Georgia POST, to Executive Director Chris Harvey, August 6, 2026, 4:14 PM. From Georgia POST’s own records, produced August 31, 2026.

Georgia POST

The State asked. POST shrugged. A lawyer answered.

The State asked a plain question. On August 6, 2026, at 4:10 PM, Stacey Peace wrote to Meghan Fail at Georgia POST: “We are reaching out regarding an inquiry our office has received re: POST and Title II of the ADA.” She asked who is “responsible for ADA Title II matters” and for “The ADA Grievance procedure that is in place at POST”.

POST had already admitted it did not know the job. Three weeks earlier, on July 15, 2026, Meghan Fail wrote to the State: “I am the ADA coordinator for POST.” And: “I have never received training or gained any real knowledge of ADA.” On July 27, 2026, the State sent her six first steps for a Title II ADA Coordinator.

Then the shrug. Four minutes after the State wrote, Meghan Fail forwarded it to Executive Director Chris Harvey: “See below. I am not sure how to respond to this.” That email comes from POST’s own records, produced August 31, 2026.

The coordinator never answered. A lawyer did. On August 7, 2026, at 4:06 PM, Paul Jay Pontrelli, Assistant Attorney General, Georgia Department of Law, wrote to Stacey Peace: “P.O.S.T.’s Executive Director Chris Harvey forwarded your recent inquiry to me.” He added: “We can confirm that Meghan Fail (also copied here) is P.O.S.T.’s designated individual responsible for ADA Title II matters.” At 4:47 PM Stacey Peace replied: “Thank you for this information. We will share it with the individual who made the inquiry.”

The State left both emails out of its own production. Stacey Peace received the first and sent the second, with her office mailbox copied. Neither is among the 47 files the State produced to me on September 22, 2026. I have them only because Georgia POST produced them.

At 4:55 PM on August 7, 2026, the State answered me: “The person responsible for ADA Title II compliance at Georgia POST is Meghan Fail.”

State Bar of Georgia

Help on the phone. Double talk in writing.

The State reached out first. On May 5, 2026, at 3:03 PM, Stacey Peace wrote to John J. Shiptenko, Senior Assistant General Counsel, State Bar of Georgia: “Thank you for returning my call.” On May 6, at 11:14 AM, she wrote: “It was a pleasure speaking with you this morning.” She sent him her office’s ADA notice and grievance procedure, the Department of Justice toolkit and the 2024 federal web rule. At 12:49 PM her office told me: “Our office has contacted the State Bar of Georgia, and we have offered our office team’s assistance and guidance via both a phone conversation and email.”

Then came the double talk, and it went straight to the State. On May 12, 2026, at 2:35 PM, John J. Shiptenko wrote to Stacey Peace that “we are in the process of adding ADA information to our website and various forms,” and that he had “failed to clarify the institutional status of the State Bar of Georgia.” Then: “The State Bar of Georgia is not a public entity”. Twenty three minutes earlier, William D. NeSmith III, Deputy General Counsel, had sent me a nearly identical passage.

The State answered within the hour. At 3:09 PM Stacey Peace wrote: “I am not exactly sure if the 11th circuit has been asked to rule specifically on this question as it relates to the State Bar of Georgia; however, there are instances where State Bars have been held to be Title II entities under the ADA due to State Bars serving as administrative arms of state supreme courts or state governments”. She sent three sources.

Then the Bar went quiet. The production holds no reply from the State Bar of Georgia to that 3:09 PM email. On May 19, 2026, Stacey Peace forwarded the thread to her office mailbox: “FYI” and “Please archive.” On June 3, 2026, her office mailbox forwarded my one month update to her with: “No response is needed.”

Read the thread: Proof of Stacey Peace telling the State Bar of Georgia that State Bars have been held to be Title II entities.

What this does not show: a court ruling. Stacey Peace wrote that she was “not exactly sure”. It is not an enforcement act.

GIRMA, GMA, Gallagher Bassett

Copied on one reply. Never called.

The State never wrote to the insurance side on its own. The production holds no message the State ADA Coordinator’s Office addressed to GIRMA, GMA, Gallagher Bassett or the City of Brookhaven. It holds one reply. On May 13, 2026, at 10:11 AM, the office answered my May 12 request and kept my 17 copy recipients on it: 6 GMA addresses, 6 Gallagher Bassett addresses, James R. Westbury, Jr., outside counsel for GIRMA and GMA, 1 City of Brookhaven address, the City Attorney’s firm, and 2 others.

The State said what it is not, in its own words: “our office is not an enforcement agency; therefore, we cannot compel another entity to perform a particular action or cease from performing a particular action.” On outreach, the office wrote that it “is available to provide technical assistance regarding the various titles of the ADA when requested by the entity seeking assistance and when appropriate.” On October 16, 2026, it said it again: “our office is not an enforcement entity”.

GMA’s only answer was a machine. At 10:12 AM an automatic reply came back from Tasha Hunt-Caudill, GMA’s Claims and Litigation Manager, sending urgent claim cases to Gallagher Bassett. Nothing else from GIRMA, GMA, Gallagher Bassett or the City of Brookhaven to the office appears in the production.

After the production

Two more agencies the State had to chase

These came after September 22, 2026, so the production could not hold them. They are the office’s own emails to me.

The Insurance Commissioner’s office needed the State to find its own coordinator. On October 14, 2026, at 1:07 PM, the State ADA Coordinator’s Office wrote to me, copying four Office of Commissioner of Insurance and Safety Fire addresses, that the departed coordinator had been removed from its website and that “Ms. Karen Coffey’s information (as provided by Ms. Blocker) has been added in Ms. White’s place”. The office’s original email is not in my files; the words come from my reply that day, which quotes it in full.

The Department of Law had no entry under its own name on the State’s list. On October 16, 2026, at 9:18 AM, the office wrote: “We will also reach out to the Department of Law to see if they will share the contact information for their ADA Coordinator so that it can be added to our website.” By 4:06 PM it had the answer: “We have been informed by Ms. Turner that she is the ADA Coordinator for the Department of Law.” The same email said the office had removed “Mr. Gary Hoy and the Consumer Protection Division information” from its list.

What the State sent back

47 files and no answers by number. On September 22, 2026, at 3:18 PM, Christy L. Sanders, Senior Attorney, Georgia State Financing and Investment Commission, sent me a link to 47 files: “the documents you have requested.” As of October 17, 2026, it is the only production I have received. It did not answer any category by number, gave no search dates, gave no exemption notice, and did not include the preservation confirmation I asked for by September 28, 2026.

Questions and answers

What is the State ADA Coordinator’s Office?

The State of Georgia ADA Coordinator’s Office sits within the Georgia State Financing and Investment Commission in Atlanta. The State ADA Coordinator is Stacey Peace. On May 13, 2026, the office wrote that “our office is not an enforcement agency”.

Did the State ADA Coordinator’s Office contact the State Bar of Georgia?

Yes. Its production shows a phone call and 5 emails from Stacey Peace to John J. Shiptenko of the State Bar of Georgia between May 5 and May 12, 2026, and 3 emails back.

Did the State ADA Coordinator’s Office contact Georgia POST about my request?

Yes, once. Stacey Peace wrote to Meghan Fail on August 6, 2026. Georgia POST’s answer came the next day from Paul Jay Pontrelli of the Georgia Department of Law, and the State left that exchange out of its production.

Did the State ADA Coordinator’s Office contact GIRMA, GMA or Gallagher Bassett?

Not in its production, as of October 17, 2026. Those offices appear only on the copy line of one May 13, 2026 reply.

What I asked for

I asked the State of Georgia for its own paper. This is the request I sent to the State ADA Coordinator’s Office on September 14, 2026 at 5:59 PM Eastern. It is reproduced from the sent email. Under this site’s standing rule my name and contact details, a second name, the term that named my matters after my surname, and an insurance claim number are replaced with bracketed labels. No other wording is changed.

RE: Georgia Open Records Act Request. State ADA Coordinator's Office Records Concerning the State Bar of Georgia, Georgia POST, GIRMA, GMA, and Gallagher Bassett

Dear Open Records Custodian:

Pursuant to the Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq., I request electronic copies of the existing public records described below that were created, received, maintained, transmitted, or preserved by the Georgia State Financing and Investment Commission (GSFIC), including its State of Georgia ADA Coordinator's Office.

This is a written request made upon the custodian under O.C.G.A. § 50-18-71(a)(2)(A) and (b)(1)(B), transmitted by email as O.C.G.A. § 50-18-71(b)(2) provides, and submitted in writing so that the enforcement provisions of O.C.G.A. §§ 50-18-73 and 50-18-74 are available as O.C.G.A. § 50-18-71(b)(3) provides. It seeks existing records only. It is separate from my pending request for technical assistance to the State ADA Coordinator's Office, and no substantive response on that request is sought through this records channel.

1. Definitions used in this request

"State ADA Coordinator's Office" means the State of Georgia ADA Coordinator's Office and every GSFIC officer or employee who performed its functions during the request period under any agency email address, domain, alias, shared mailbox, successor system, or other account used to conduct public business, together with any private person or entity performing a service or function on its behalf whose records GSFIC is required to retrieve under O.C.G.A. § 50-18-71(a)(2)(B).

"Identified Entities" means: (a) the State Bar of Georgia, including its Office of the General Counsel and any person using a gabar.org address; (b) the Georgia Peace Officer Standards and Training Council (Georgia POST), including any person using a gapost.org address; and (c) the Georgia Interlocal Risk Management Agency (GIRMA), the Georgia Municipal Association (GMA), and Gallagher Bassett Services, Inc., including their employees, adjusters, supervisors, officers, attorneys, claims representatives, administrators, and outside counsel, and including any communication concerning the City of Brookhaven, the Brookhaven Police Department, or [claim number withheld].

"Communication" means any transmission or record of information in any form, including email and complete email threads, attachments, documents transmitted by cloud link, letters, memoranda, notices, referrals, Microsoft Teams messages and meeting records, text messages, calendar entries and invitations, voicemail and transcriptions, telephone logs, call notes, contemporaneous handwritten or electronic notes, case management or tracking entries, and any record memorializing an oral communication.

"ADA matters" means ADA Title II compliance, disability access, reasonable modification, effective communication, accommodation requests and procedures, ADA coordinator designation and responsibilities, grievance and complaint procedures, complaint intake and routing, public program access, public notice, website and portal accessibility, evidence access or preservation, claims administration practices affecting a person with a disability, methods of administration, and retaliation or interference concerns.

"[Requester] matters" means any matter concerning me, [the requester], or [name withheld].

2. Date range and search date

January 1, 2022 through the date on which the search for responsive records is performed. Please state, for each numbered category, the date on which the search was performed.

3. Preservation

This request is notice of a records dispute. Effective immediately, please suspend any automatic deletion, purge, archiving, disposition, or retention schedule destruction affecting records within the scope of this request, including Microsoft 365 mailbox and Teams retention policies, calendar item expiration, Recoverable Items and Purges folders, backup rotation, and device refresh or reimaging.

This applies to records of current and former employees and to responsive public records maintained through nonofficial accounts or personal devices used to conduct public business within O.C.G.A. § 50-18-70(b)(2). See Pridemore v. Energy and Policy Institute, Ga. Ct. App. Case Nos. A26A0184 and A26A0185 (Mar. 27, 2026).

I ask that the Georgia Records Act, O.C.G.A. § 50-18-90 et seq., and applicable retention schedules be honored here, and I request written confirmation within ten business days that responsive records are being preserved while this request remains pending.

This includes draft correspondence that was transmitted, relied upon, or circulated internally for decision.

Category 9. Agency ADA coordinator registry

Records concerning the State agency ADA coordinator registry maintained by the State ADA Coordinator's Office and published at ada.georgia.gov, limited to entries concerning Georgia POST and any entry concerning the State Bar of Georgia: the source, receipt date, entry date, and revision history of each entry; audit logs or revision records showing when a name or contact information was added, changed, verified, or removed; records showing who supplied the POST Title II contact information the Office provided to me on August 7, 2026; records of any verification of that entry with POST; and any written policy or procedure in effect during the request period for adding, verifying, auditing, reconciling, or updating registry entries.

(b) Records sufficient to describe any complaint, inquiry, technical assistance, or correspondence tracking system used by the Office, and a standard export of that system's entries concerning the Identified Entities or [Requester] matters.

(c) Records concerning whether State ADA Coordinator's Office email, mailboxes, archives, or other electronic records were migrated, transferred, transitioned, replicated, or otherwise moved from the gsfic.ga.gov domain to another domain or system during the request period, if any.

If any such migration or transition occurred, produce records identifying the date, source and destination systems, treatment of legacy mailboxes and archives, and retention or disposition of the source records.

Also produce records sufficient to show whether and when the ada@gsfic.ga.gov address ceased accepting mail, if it did, and any forwarding, alias, rejection, or bounce configuration applied to that address.

INSTRUCTIONS FOR RESPONSE

A. Search locations, custodians, and legacy systems

Appendix A identifies the persons, offices, accounts, and databases to be searched, as O.C.G.A. § 50-18-71(g) contemplates.

Please search individual and shared mailboxes, including Sent Items and archived mail; Recoverable Items and Purges folders; Microsoft Teams; calendars; shared drives; tracking and case management systems; electronic notes; and responsive public records maintained by current and former employees through nonofficial accounts or personal devices used to conduct public business within O.C.G.A. § 50-18-70(b)(2). See Pridemore v. Energy and Policy Institute, Ga. Ct. App. Case Nos. A26A0184 and A26A0185 (Mar. 27, 2026).

Please search the gsfic.ga.gov systems and any successor, affiliated, migrated, replicated, or other system or domain used to create, receive, maintain, transmit, archive, or preserve State ADA Coordinator's Office records during the request period, including any migration archive, decommissioned mailbox, tenant migration export, PST archive, journaled mail store, or comparable repository, if any.

If records of the Office were hosted or maintained on any other system or domain, please search that system as well. This request does not assume that any migration, transfer, or hosting arrangement occurred.

Please identify in writing any responsive system, mailbox, or archive that was decommissioned, purged, or rendered unsearchable, and state the approximate date of that action and the applicable retention or disposition authority.

B. Format of production

Please produce email in native format (.msg, .eml, .pst, or .mbox) with complete internet headers, transmission metadata, forwarding history, and all To, Cc, and Bcc fields as maintained in the agency record, and produce complete threads with their attachments rather than isolated messages.

Where a document was transmitted by cloud link rather than as an attached file, produce the linked document itself.

Please do not convert native electronic records to PDF or image format unless native production is not technically available, and in that event identify the record and the reason.

Under O.C.G.A. § 50-18-71(f), an agency may not refuse to produce electronic records or data on the ground that exporting or redacting them requires entering search, filter, or report parameters into existing programs, and a requester may ask for data in the format in which it is kept or in a standard export format.

A standard export or report from an existing tracking system is therefore not a new report, summary, or compilation within O.C.G.A. § 50-18-71(j), and I am not asking GSFIC to create one.

C. Categories with no responsive records

For any numbered category as to which no responsive record exists, please state that in writing, by category number, rather than omitting the category from the response.

If responsive records once existed but no longer exist, please state the approximate date and manner of disposition and the retention schedule or policy relied upon.

D. Duplicates

Exact duplicates need not be produced more than once. A record with different recipients, attachments, annotations, forwarding history, notes, routing information, or materially different metadata is not an exact duplicate.

E. Exemptions and redactions

O.C.G.A. § 50-18-71(d) requires notice of the specific legal authority for any withholding by Code section, subsection, and paragraph within the statutory response period. Georgia courts construe that requirement strictly. Chua v. Johnson, 336 Ga. App. 298 (2016).

If a record contains exempt material, redact only the exempt portion and produce the reasonably segregable remainder.

For each record withheld in whole or in part, please identify its date, author, recipients, and general subject, sufficient to permit evaluation of the claimed exemption, and state whether responsive records exist that are being withheld.

The presence of another person's confidential information in a record is a basis for redaction to the extent required by law, not for withholding reasonably segregable nonexempt portions of the record.

F. Rolling production and priority sequencing

O.C.G.A. § 50-18-71(b)(1)(A) requires that records which can be located and produced within three business days be produced within that period, with a written description and timeline for the remainder.

Please produce on a rolling basis as records become available.

To assist sequencing, I ask that Categories 1, 2, 3, 7, and 9, limited to the period January 1, 2026 through the date of search, be produced first. This sequencing is requested for convenience only and does not narrow, waive, or limit any category or any part of the stated date range.

G. Costs

O.C.G.A. § 50-18-71(c)(1) requires GSFIC to use the most economical means reasonably calculated to identify and produce responsive records, limits any search, retrieval, or redaction charge to the prorated hourly salary of the lowest paid full time employee with the necessary skill and training, and provides that no charge may be made for the first quarter hour.

I request electronic delivery by email or secure electronic download so that no physical copying or physical media is necessary.

Pursuant to O.C.G.A. § 50-18-71(d), I state my willingness to pay lawfully calculated charges up to $250.00 without further authorization. This authorization is intended to avoid deferral of search and retrieval under subsection (d) where the estimated search and retrieval costs do not exceed the amount authorized above.

If estimated charges will exceed $250.00, please provide within the time required by subsection (d) the written estimate required by law before incurring charges beyond the authorized amount.

I also request that the estimate identify the employee classification, hourly rate, and estimated hours and, where reasonably practicable, identify any category that materially drives the estimate so that I may consider narrowing that category without delaying work that falls within the authorized amount.

H. Routing and custody

As of September 14, 2026, GSFIC's publicly available home page and Contact Us page do not publish a designated open records officer or a records request email address.

This request is therefore transmitted by email to Group.GeorgiaADA@gsfic.ga.gov, the operational State ADA Coordinator's Office address from which the Office has communicated concerning the matters underlying this request.

Under O.C.G.A. § 50-18-71(b)(2), if an agency elects to designate an open records officer, that designation must be made in writing and prominently displayed on the agency's website. If GSFIC contends that such a designation is presently in effect, please identify the designated officer, provide the location where the designation was publicly posted as of the date of this request and the date and publication of any notice of that designation to the legal organ of the county, route this request to that person immediately, and confirm the date of receipt and routing.

Under O.C.G.A. § 50-18-71(b)(1)(B), the absence or unavailability of a designated agency officer or employee may not delay the agency's response.

Accordingly, absent a valid written and posted designation requiring delivery to another individual, the three business day response period runs from GSFIC's receipt of this written request at the agency email address above.

If any responsive records are in the custody or control of a successor, affiliated, attached, or other public entity, including the Georgia Building Authority, please identify that entity and, if known, its records custodian, and state whether the request or relevant portion has been forwarded.

Please identify the individual responding to this request by name, title, email address, and telephone number.

I. Electronic production

Please produce all responsive records electronically to [the requester's email address]. If any portion cannot be produced electronically, please identify which portion and why.

J. Statutory response

Please provide the response required by O.C.G.A. § 50-18-71(b)(1)(A) within three business days of receipt: produce the records that can be located and produced within that period, and provide a written description of the remaining responsive records and a timeline for their production.

Thank you.

Respectfully,

[the requester's name and contact details withheld]
