Stacey Peace is on this site for a different reason from most people on it. Her office answered. The State ADA Coordinator’s Office is a technical resource, not a target of this site. This section is facts only, each with a document behind it.

• Her job is ADA compliance for the whole State. By her office’s own description, Stacey Peace is “responsible for developing and implementing programs and activities to advance and monitor agency compliance with the ADA statewide.” On May 12, 2026, at 3:09 PM, she wrote to the State Bar of Georgia’s ADA contact: “I am not exactly sure if the 11th circuit has been asked to rule specifically on this question as it relates to the State Bar of Georgia; however, there are instances where State Bars have been held to be Title II entities under the ADA due to State Bars serving as administrative arms of state supreme courts or state governments”. • She picked up the phone first. On April 30, 2026, I sent her office a 64 page ADA technical assistance package. On May 5, 2026, at 3:03 PM, Stacey Peace wrote to John J. Shiptenko, Senior Assistant General Counsel at the State Bar of Georgia: “Thank you for returning my call.” After a call the next morning, she wrote John J. Shiptenko at 11:14 AM, “It was a pleasure speaking with you this morning,” and sent her office’s ADA notice and grievance procedure, the Department of Justice toolkit and the 2024 federal web rule. At 12:49 PM her office told me: “Our office has contacted the State Bar of Georgia, and we have offered our office team’s assistance and guidance via both a phone conversation and email.” Read the emails, word for word
• The State Bar said the call made it look at its own ADA notices. On May 7, 2026, at 10:01 AM, John J. Shiptenko, writing as the State Bar’s ADA Coordinator, told me: “Yesterday, I spoke to Ms. Stacey Peace, State ADA Coordinator, with the State of Georgia’s ADA Coordinator’s Office. Based on that conversation, I am analyzing our ADA notices and processes to determine whether and how they can be improved.” One call from an office with no power to order anyone to do anything, and the State Bar wrote that it was reviewing its own ADA notices. • The State Bar told her it was not a public entity. She answered in writing. On May 12, 2026, at 2:35 PM, John J. Shiptenko wrote to Stacey Peace: “The State Bar of Georgia is not a public entity”. Twenty three minutes earlier, at 2:12 PM, William D. NeSmith III had sent me a nearly identical passage. • Her office answered me on the record, with everyone still copied. On May 13, 2026, at 10:11 AM, her office replied to my request and kept all 17 of my copy recipients on it, including six Georgia Municipal Association addresses, six Gallagher Bassett addresses and the City of Brookhaven. It wrote: “our office is not an enforcement agency; therefore, we cannot compel another entity to perform a particular action or cease from performing a particular action.” Read the May 13 reply
• The comparison I did not have to construct. Twelve days earlier, on May 1, 2026, James R. Westbury, Jr., outside counsel for GIRMA and the Georgia Municipal Association, wrote that my emails had come “in volume and frequency that is not productive and has crossed into the realm of harassment.” On May 13, 2026, Stacey Peace’s office answered the same disabled person, on the same kind of request, with James R. Westbury, Jr. on the copy line. Read the May 1 letter
• She asked Georgia POST the plain question. On August 6, 2026, at 4:10 PM, Stacey Peace wrote to Meghan Fail at Georgia POST: “We are reaching out regarding an inquiry our office has received re: POST and Title II of the ADA.” Georgia POST’s own records show Meghan Fail forwarding it to Chris Harvey four minutes later: “See below. I am not sure how to respond to this.” On August 7, 2026, at 4:06 PM, Paul Jay Pontrelli of the Georgia Department of Law answered her for POST. At 4:47 PM Stacey Peace wrote back: “Thank you for this information. We will share it with the individual who made the inquiry.” At 4:55 PM her office did. • She found the Department of Law’s ADA Coordinator in one day. On October 16, 2026, at 9:18 AM, her office wrote: “We will also reach out to the Department of Law to see if they will share the contact information for their ADA Coordinator so that it can be added to our website.” At 4:06 PM the same day, Stacey Peace wrote: “We have been informed by Ms. Turner that she is the ADA Coordinator for the Department of Law.”
• Her office says plainly what it cannot do. The same October 16 email said: “our office is not an enforcement entity, and we do not have the authority to compel another entity to take a particular action or to cease from performing a particular action.”
