Fourth time in writing. Two asks. GMA’s chief executive opened it that afternoon and no one answered.

What it is

The fourth written accommodation request, to Robert Angotta, with Ms. Boscoe, GIRMA’s claims addresses, and two GMA executives including Larry Hanson in copy. Mr. Hanson’s mailbox returned a read receipt that afternoon.

Why it matters

It lists the four requests by date, describes what the intake system did, and asks for two things: a phone call and an ADA accommodation contact. It is the first request that reached GMA’s leadership.

What it shows

“I am asking for a phone call and an ADA accommodation contact. Those are not difficult requests to fulfill.”

What it does not show

A reply. The read receipt from Mr. Hanson is its own exhibit. No one answered.

Mr. Angotta,

This is now my fourth request for ADA accommodations without any response since mid-March. The dates are:

1. March 13, 2026 — email to Ms. Boscoe requesting the ADA accommodation contact, a phone call, and claim structure clarification. No response.
2. March 16, 2026 — follow-up marked time-sensitive. No response.
3. April 2, 2026 — letter to you requesting the file be reopened, reassigned, and ADA accommodation contact provided. No response.
4. Today — this email.

I want to be clear about what has happened on this claim.

Your office issued seven automated claim reports to me within 48 hours. I did not ask for them. I did not understand them. Because of my limited use of my hands, I had to ask [a family member] to help me print them. I wrote emails based on what they said, which turned out to be incorrect. When I asked about them, I was told the additional claim numbers were simply an accident. I then received contradictory instructions — first to copy the carrier on correspondence, then to remove the carrier. None of this was initiated by me. All of it was generated by your office.

When I asked simple questions to sort through the confusion your system created, I received no answers. When I requested ADA accommodations, I received no response. When I offered to provide my ADA disability award letter, no one acknowledged the offer. When I explained that I had additional non-public information bearing on the underlying claims that I was prepared to share directly with GIRMA through a confidential claims channel, no one provided a mechanism for me to do so. I needed a phone call. I asked for one repeatedly. It never came.

Instead, your office responded with a legally insufficient three-paragraph denial that evaluated claims I did not file, cited policy provisions it did not identify, and ignored every outstanding question and accommodation request.

Then silence.

Your office generated the confusion. Your office failed to answer the questions that confusion created. Your office ignored the ADA accommodation requests. Your office closed the file without engaging with the claimant. And now your office is not responding to the request to reopen.

I filed an ADA accommodation complaint against the City of Brookhaven for this same conduct — requests ignored, no engagement, followed by a unilateral adverse decision. I raised that concern directly with Ms. Boscoe in writing before the file was closed. Your office then did the same thing.

ADA protections exist for a reason. They exist so that companies cannot treat disabled individuals this way — ignore their requests, refuse to engage, shut down the process, and then go silent. That is what is happening here.

I am asking for a phone call and an ADA accommodation contact. Those are not difficult requests to fulfill.
