Exhibit · GIRMA, GMA, and Gallagher Bassett · Sent
Fifth request, thirty days in. Four specific things, ten business days. The supervisor never answered; the lawyers did, on May 1.
What it is
A formal Title II compliance demand to Robert Angotta, the Gallagher Bassett supervisor, sent April 12, 2026 with a ten business day response window. The fifth written request. Sections I and IV of the letter are legal argument and are outside this record; the documented sequence (section II) and the specific demand (section III) are transcribed.
Why it matters
It is the first letter that asks the two structural questions every later document turns on: who is GIRMA’s ADA coordinator, and where is its grievance procedure. The answer that eventually came, on May 1 from GIRMA’s lawyer, was that GIRMA does not need one.
What it shows
“As of the date of this letter, GIRMA and Gallagher Bassett have failed to respond to five documented written communications spanning thirty days. No ADA Coordinator has been identified. No grievance procedure has been provided. No accommodation has been offered or implemented.”
What it does not show
A response from Mr. Angotta. The letter was answered on May 1 by Gallagher Bassett’s litigation counsel, here, without reference to accommodation.
