Who Sarah I. Coole Is:
Sarah I. Coole is the Chief Operating Officer of the State Bar of Georgia. The State Bar’s staff directory lists Sarah I. Coole in the Executive department with the role “Chief Operating Officer.” The State Bar’s member directory lists no lawyer named Sarah Coole; the post is a staff job.
Sarah Coole has worked at the State Bar since August 2001, about 25 years, rising from the communications staff to Director of Communications in 2006 and Chief Operating Officer in December 2020 (LinkedIn; the Bar’s own journal confirms the COO hire). What the State Bar’s own publications say:
- 2018 speaker biography: “Sarah’s been with the bar for 17 years, hired into the Communications Department as a fresh graduate of the University of Georgia.” As Director of Communications, “Her main responsibilities include webmaster of gabar.org, managing editor of the Georgia Bar Journal, and overseeing the Bar’s other communications, marketing, public affairs and publication efforts.” (NABE Communications Section, 2018 program)
- Georgia Bar Journal, August 2014: “The Employee of the Year Award was presented to Sarah I. Coole, director of communications, for her dedication, service and support of the State Bar.” (Georgia Bar Journal, volume 20, number 1)
- Georgia Bar Journal, August 2021: “So, we hired two of our senior staff this year, Damon Elmore as executive director and Sarah Coole as chief operating officer.” The same remarks describe “huddles twice a week with senior management” that included “Paula Frederick, Damon Elmore and Sarah Coole.” (Georgia Bar Journal, volume 27, number 1)
- Georgia Bar Journal, August 2023, thanking “Damon Elmore, Sarah Coole, Paula Frederick and Ron Turner for your guidance and leadership as senior Bar staff.” (Georgia Bar Journal, volume 29, number 1)

Why Sarah I. Coole is On ADAMATTERS.COM:
- Her own journal page promised ADA help. The August 2013 Georgia Bar Journal page that names “Sarah I. Coole, Director of Communications” as the contact also tells readers: “If you have a disability which requires printed materials in alternate formats, please contact the ADA coordinator at 404-527-8700 or 800-334-6865.” (Georgia Bar Journal, volume 19, number 1) On June 8, 2026, at 5:40 PM, Sarah I. Coole’s mailbox returned a read receipt on my written ADA complaint, 35 minutes after I sent it. As of October 17, 2026, I hold no acknowledgment of that complaint from anyone at the State Bar.
- Twenty five years inside, and no one to answer to. Sarah I. Coole joined the State Bar in August 2001 and has been Chief Operating Officer since December 2020. The Bar’s own journal listed her in “huddles twice a week with senior management” in August 2021, and thanked her in August 2023 as “senior Bar staff.” It appears to me that a disabled man’s complaint reached the top of the building and stopped there.
- A habit of reading and saying nothing. Between June 8 and October 16, 2026, Sarah I. Coole’s mailbox returned 10 read receipts on my emails. In that time Sarah I. Coole has not written me one word. Read the June 18 receipt record
- Opened on a Sunday, answered never. On Saturday, September 5, 2026, at 8:07 AM, I asked the State Bar’s HR Director, Sandra Dixon, “Where Did My June 8 Complaint Go?” Sarah I. Coole’s mailbox returned a read receipt on Sunday, September 6, at 2:09 PM. Nobody told me where it went. Read the September 5 letter
- First receipt back, no word back. From June 8, 2026 on, 12 of the emails copied to Sarah I. Coole drew a read receipt from a State Bar of Georgia staff mailbox. Sarah I. Coole’s receipt came back first on 8 of them, and on 6 it was the only one. Read how senior officials read “42 Days of Silence”
- Deadline night, read and dropped. On Friday, September 18, 2026, at 6:23 PM, I wrote “Day 102. The September 18 Deadline Has Passed. Nine Questions, No Answer.” Sarah I. Coole’s mailbox returned a read receipt at 8:31 PM. No answer followed. Read the September 18 letter
- Still reading, still silent. On October 16, 2026, I wrote to the Judicial Council of Georgia asking which office answers for the State Bar’s ADA duties. Sarah I. Coole’s mailbox returned a read receipt at 4:45 PM. Read what the State Bar tells each office
- Others name her too. A public review of the State Bar of Georgia posted on PissedConsumer on April 3, 2024 reads: “The State Bar seems to be no good right now, and it seems that Ms Coole needs to fire some people at the State Bar and get in their office people who will discipline all attorneys equally.” Read the full review
