Why Sandra Dixon is On ADAMATTERS.COM:
- She knows the ADA process. Sandra Dixon has run Human Resources at the State Bar of Georgia since January 2008, nearly nineteen years. By her own description she handles “employee relations and staff development” and “employee training.” A written ADA complaint was not new territory for her office.
- A machine for an answer. On Saturday, September 5, 2026, at 8:07 AM, I asked Sandra Dixon in writing where my June 8 complaint went. Twelve seconds later, the only message Sandra Dixon’s address has ever sent me arrived: “I will be out of the office on Thursday and Friday; 09/03 and 09/04/2026, and Monday, 09/07/2025 is a holiday.” Read the automatic reply
- A promise that never came back. The same automatic reply said, “I will respond to you upon my return.” As of October 17, 2026, 42 days later, no response has come.
- A complaint left on the desk. On June 8, 2026, at 5:05 PM, I sent Sandra Dixon a written ADA complaint, with eleven State Bar leaders copied. The State Bar’s mail server confirmed delivery at 5:06 PM. As of October 17, 2026, 131 days later, Sandra Dixon has not written back one human word. Read about the June 8 complaint
- Nine questions, zero answers. My September 5 letter asked Sandra Dixon nine numbered questions and set a deadline of September 18, 2026, at 5:00 PM. The deadline passed with none answered. Read the nine questions
- Read upstairs, answered by no one. The mailbox of Sarah I. Coole, the State Bar’s Chief Operating Officer, returned a read receipt on the June 8 complaint at 5:40 PM, 35 minutes after I sent it. It did the same on my September 5 and September 18 letters to Sandra Dixon. No one in Human Resources answered any of them.
- A habit of silence. I wrote to Sandra Dixon by name four times: June 8, June 10, September 5 and September 18, 2026. Sandra Dixon answered none of the four. Read the September 18 letter
- Nobody will take the complaint, and the Bar tells each office a different story. On October 7, 2026, I filed an ADA complaint concerning Sandra Dixon with the Judicial Council of Georgia and Administrative Office of the Courts. On October 16 its General Counsel, Jessica Farah, wrote: “The JC/AOC does not have the authority to investigate discrimination claims against local courts or the State Bar of Georgia.” Here is what the State Bar of Georgia has said about itself:
- To me, May 12, 2026, 2:12 PM: the State Bar “is not a public entity, such as a federal, state or local government department or agency.” Read the State Bar’s email to me
- To the State ADA Coordinator’s Office, twenty three minutes later: the same position. Read the State ADA Coordinator’s Office exchange with the State Bar
- To a federal court, the same day, May 12, 2026: “As the administrative arm of the Georgia Supreme Court, Defendants are entitled to qualified immunity.” And on June 9, 2026: “the State, through the Georgia Supreme Court, controls the State Bar and its agents and employees.” Read what the State Bar told the federal court
So the State Bar says it is not a government body when I ask for ADA help, says it is an arm of the Georgia Supreme Court when it is sued, and the judicial branch says it has no authority over it. Nobody answers for the State Bar’s ADA duties.
