The Disabled Dad’s Daily

Sarah I. Coole runs the State Bar of Georgia’s operations. Her read receipts came back on 10 of my letters. Not one word came back with them.

The short answer

Sarah I. Coole, Chief Operating Officer of the State Bar of Georgia, opened 10 of my letters between June and October 2026, according to her own read receipts. They included my June 8, 2026 complaint of misconduct, harassment and retaliation. As of October 23, 2026, she has not written to me once.

What happened

I am a disabled dad. I like dogs, donuts and dad jokes. I also like a read receipt, because a read receipt is a small, honest thing. It says: I saw this.

Sarah I. Coole sends them. She is the Chief Operating Officer of the State Bar of Georgia, the person who runs its operations. On June 8, 2026, I sent a written complaint of misconduct, harassment and retaliation. Her read receipt came back. Nothing else did.

So I kept writing. On June 17 I sent my outstanding ADA questions, and the same day I filed a grievance against the State Bar of Georgia’s own ADA Coordinator. Her read receipts came back. On June 26 I sent “42 Days of Silence.” Her read receipt came back. On September 5, “Day 88. Where Did My June 8 Complaint Go?” Read the next day. On September 18, “Day 102.” Read. October 7. Read. October 9. Read. October 16. Read.

Ten letters. Ten read receipts. Zero words.

I do not know what the Chief Operating Officer does with a complaint of harassment after she opens it. I only know what she did with mine. She opened it, and she let it sit.

Is this how she would treat her own sister if her sister were disabled?

What the State of Georgia’s ADA Coordinator told her office

On May 12, 2026, Stacey Peace, State ADA Coordinator, State of Georgia, wrote to the State Bar of Georgia: “there are instances where State Bars have been held to be Title II entities under the ADA due to State Bars serving as administrative arms of state supreme courts or state governments”.

The same day, the State Bar of Georgia’s Deputy General Counsel wrote to me that the State Bar of Georgia “is not a public entity, such as a federal, state or local government department or agency.”

What I allege

  1. I allege that between June 8 and October 16, 2026, read receipts from Sarah I. Coole, Chief Operating Officer, State Bar of Georgia, came back on 10 of my letters.
  2. I allege that one of those letters was my June 8, 2026 complaint of misconduct, harassment and retaliation, and that as of October 23, 2026, I have no written reply from her to it or to any of the other nine.
  3. I allege that she was copied on Russell D. Willard’s October 21, 2026 email calling my disability “asserted.”
  4. On the face of the documents, a read receipt shows a letter was opened. It does not show agreement, and I do not claim it does.
  5. I am left to wonder whether Sarah I. Coole, reading letter after letter, ever asked herself what it meant that the State of Georgia’s own ADA Coordinator had to tell her office’s lawyers that “there are instances where State Bars have been held to be Title II entities.”
  6. In my opinion, silence from the person who runs the office, after ten opened letters, is a choice. If that is not the reason, they are welcome to tell me what is.

Why I keep going

The State Bar of Georgia answers court filings, fees and insurance claims. I answer to the court of public opinion. A read receipt is not an answer, but it is evidence. It proves the letter arrived and was opened. Ten of them prove a pattern.

So what about Georgia? What about Georgia, yeah?

Is this how they would treat a friend from church if he were disabled?
