Things Annette Arnold Did to Me:

  1. On October 8, 2026, at 11:54 AM, Annette Arnold wrote: “I will provide you with a response by the end of next week”. No response came by Friday, October 16, or since. Read it
  2. Annette Arnold’s mailbox opened my September 11 letter on September 14 at 10:44 AM, and my September 25 letter at 3:07 PM the same day. Annette Arnold has answered none of the questions in either letter. Read the September 14 receipt
  3. Annette Arnold gave two different reasons for not going forward: on July 29, 2026, “written authorization or Power of Attorney documents”; on September 11, 2026, “not appropriate for the Office of Commissioner of Insurance and Safety Fire”. When I asked which one was the Office’s position, no answer came. Read it
  4. Annette Arnold’s September 11, 2026 email answered none of my five written questions of September 9, including whether my complaint was ever sent to Gallagher Bassett. Read the questions
  5. My accommodation request, renewed to Annette Arnold on September 9 and September 11, 2026, has no written decision from Annette Arnold as of October 17, 2026. On September 25 I asked that, if Annette Arnold did not decide it, it be forwarded to the person who does.
  6. Asked on September 11 and September 25, 2026, Annette Arnold never named the Office’s ADA Coordinator, and read my October ADA grievance and four October emails about the coordinator without writing back. Read it
  7. On June 16, 2026, asked whether Gallagher Bassett had responded, Annette Arnold wrote that processing “could take several weeks” and did not say whether Gallagher Bassett had responded.

When Annette Arnold Did It:

Every email from Annette Arnold, every email I sent to Annette Arnold’s address or to the case, and every read receipt from Annette Arnold’s mailbox, in order. Times are Eastern. Chronology, not motive. A read receipt shows a message was opened on that mailbox. It can be declined, and many mail programs never send one.
