Dear President Twyman:
Attached is an institutional-awareness letter addressed to you in your capacity as President of the State Bar of Georgia, together with the underlying correspondence and exhibits being transmitted contemporaneously to the Office of the General Counsel in Grievance No. ██████-█████.
This letter does not ask you to adjudicate the underlying grievance. It asks that you be on notice, at the presidential level, of (1) the Office’s admitted receipt, misclassification, and exclusion of timely rebuttal submissions before a signed dismissal issued on the resulting incomplete record; (2) the continuing operative status of that dismissal without a corrective instruction to the respondent; (3) the deferral of a disability-related accommodation request with a disclosed surgical window; and (4) systemic Title II publication questions on the Bar’s public-facing web properties that precede the 2024 web rule and are independently actionable.
The State Bar’s public-protection function and its compliance posture under federal disability law are institutional responsibilities within your field of awareness. I am therefore sending this correspondence to you directly, with full institutional visibility preserved through the copy list.
