Mr. Shiptenko:

On May 29, 2026, I filed a grievance against Assistant General Counsel Leigh Burgess. I have received no confirmation that the Bar received it.

A grievance filed through the Bar's online portal generates an automatic confirmation of receipt. I did not file through the portal, and I have received nothing. I could not use the portal. The portal is not compatible with the assistive technology I use to file. I have raised this with the Bar before. To work around it, I have relied on a third party to help me complete portal submissions. That person was not available when I needed to file the Burgess grievance, so I filed it another way, and that route produced no confirmation at all.

This is not the first time. It is the third.

The first time, my February 3 and February 20, 2026 submissions in Grievance No. ██████-█████ were received by the Bar, acknowledged by the Bar's own system, and then left out of the file. The Bar admitted that in writing on April 21, 2026. A grievance was dismissed before my evidence ever reached the reviewer.

The second time, I sent supplemental evidence to Ms. Nash for the ███████ reconsideration. I had to email her three times before receiving any confirmation that she received it. I still have no confirmation that the attachments were downloaded or reviewed.

Now a third time. A grievance filed, no confirmation received, and I am once again chasing proof that the Bar's own system accepted what I sent.

This is the ADA accommodation system the Bar said it was using to ensure I have the same access as any other complainant. It is not working. Three times in four months, the same disabled complainant has had to chase confirmation that the Bar received what he sent. The system the Bar told your office it had in place to accommodate me does not reliably confirm receipt, does not reliably place submissions in the file, and does not reliably notify me that my evidence reached the reviewer.

So I need three things in writing:

– Confirmation that the Bar received my May 29, 2026 grievance against Leigh Burgess, with the date and time of receipt.
– An accessible way to file and to receive confirmation of receipt that does not require me to depend on a third party who may not be available.
– The Bar's record of receipt for that filing, so I am not left proving delivery of my own complaint a third time.

A disabled person should be able to file a complaint and know it arrived. I should not have to ask three times.
