I asked the State’s ADA office seven things on May 12. It answered all seven on May 13, with the insurer’s lawyers in copy.
What it is
The State ADA Coordinator’s Office’s reply to my May 12, 2026 request for technical assistance and coordination concerning GIRMA, GMA, and Gallagher Bassett. The reply went to me and to the full distribution of my request, including Mr. Westbury, Mr. Wall, Mr. Hanson, Ms. Patel, Mr. Angotta, Ms. Boscoe, and Mr. Kelly.
Why it matters
It is the State’s own description of what its ADA office can and cannot do, sent to every institutional recipient on the GIRMA side. It answers each of my seven asks, point by point, in writing, the day after I sent them. The contrast with the claims channel is the point of this page, and I am only noting it.
What it shows
“our office is not an enforcement agency; therefore, we cannot compel another entity to perform a particular action or cease from performing a particular action.” A named contact: “Stacey Peace, State ADA Coordinator.” The enforcement route: “the U.S. Department of Justice, Civil Rights Division is the federal agency with enforcement powers under Title II of the ADA.”
What it does not show
Any statement about whether GIRMA is covered by Title II. The office does not decide that, and did not.

The State ADA Coordinator’s Office provides educational and technical support for State agencies so that programs, services, and activities operated by the State of Georgia are accessible and usable by everyone.
As we stated previously, our office is not an enforcement agency; therefore, we cannot compel another entity to perform a particular action or cease from performing a particular action. We are also unable to provide legal advice, nor can we process accommodations for or grievances against another entities. However, we included below our email response to you dated May 6th 2026. • Preservation guidance to the involved entities — Technical guidance, when requested and appropriate, can be provided as it relates to the titles of the ADA. We do not provide legal advice or technical guidance on matters outside of this scope.
• Written referral if any part of this request is outside the Office’s scope — Please see the response below. As previously stated, the U.S. Department of Justice, Civil Rights Division is the federal agency with enforcement powers under Title II of the ADA.
