Rusi C. Patel is General Counsel of the Georgia Municipal Association, which administers GIRMA. Patel was copied on the May 1 Westbury letter and on every letter from me after it, and wrote GMA’s one direct reply.

- On May 21, 2026 Patel confirmed in writing that Mr. Westbury represents the Georgia Municipal Association and the Georgia Interlocal Risk Management Agency “regarding these matters,” and asked that future substantive communications go through him.
- The email says the issues “are being handled through the appropriate claims and legal processes.” It does not say which, and does not mention the five accommodation requests or the twelve items in the May 6 demand.
- Patel answered the May 20 capacity questions the next day. The only question answered was the one about Mr. Westbury.

Where it stands
As of September 5, 2026, Patel’s May 21 email is GMA’s last word on the record. The ADA coordinator, grievance procedure, and accommodation determinations requested since March 13 have not been identified.
