On May 20, 2026, at 1:05 PM Eastern, Rusi C. Patel's mailbox returned a read receipt about two minutes after my written questions arrived. On May 21, Rusi C. Patel answered the second request and wrote that “unilateral deadlines imposed through email correspondence do not create legal or procedural obligations on GMA, GIRMA, or their representatives.”
- On May 21, 2026 Rusi C. Patel confirmed in writing that Mr. Westbury represents the Georgia Municipal Association and the Georgia Interlocal Risk Management Agency “regarding these matters,” and asked that future substantive communications go through him.
- The email says the issues “are being handled through the appropriate claims and legal processes.” It does not say which, and does not mention the five accommodation requests or the twelve items in the May 6 demand.
- Rusi C. Patel answered my May 21, 2026, 12:18 PM second request later that day. The only question answered was the one about Mr. Westbury.
