Jeffrey W. DeLoach chairs the State Disciplinary Board. The grievances I filed against four lawyers inside the Office of the General Counsel were routed to him, outside that office. On June 30, 2026 he dismissed all four.

On the grievance against a Deputy General Counsel, supported by a full record, he wrote:

“I thoroughly reviewed the seven-page narrative description of your grievance against Mr. NeSmith, as well as the twenty-four pages of exhibits submitted in support of the grievance”

“I find no basis for this grievance to be forwarded to the State Bar Disciplinary Board for investigation … As a result, this grievance is dismissed”

The one place routing worked, and what it produced

Sending these grievances to the Disciplinary Board Chair, outside the office they targeted, was the one point where conflict screening visibly worked. It produced four single paragraph dismissals in a day.

Independent review that forwards nothing is hard to tell apart from no review at all. He read the record. He forwarded none of it. He signed four the same day.
